EU Solidarity in Civil Protection and Humanitarian Action

The Jean Monnet Chair EU Solidarity Civil Protection and Humanitarian Action (CIPROHA) proposes in depth and extended research and teaching on the newly established -yet least studied- unique feature of the EU’s response to complex emergencies. Addressing and identifying an important shift in EU’s strategy the JMC will analyze how EU combines civil protection and humanitarian action mechanisms, balancing existing means and military capacities, while respecting the well-established humanitarian action framework as enshrined in the EU Consensus on Humanitarian Aid.The CIPROHA Proposal includes: a) two courses in the University curriculum, to fill the gap between the academia and the professional humanitarian sector, providing a place for early-career professionals (masters) and students (undergraduate) to learn and to contribute to innovative theory research and policy of EU civil protection mechanisms, humanitarian action challenges, coordination and beyond. B) Two advanced Seminars with an innovative training methodology of inter-disciplinary approach to disasters, linking technocratic skills and academic EU legal and institutional studies, with ‘hands on’ table-top exercises on EU CIPROHA, in which participants will learn how to assess needs, according the EU, UN, Red Cross/Crescent methodology, how to efficiently adopt synergies among EU mechanisms, national and regional authorities, based on the EU training modules (Poseidon, Prometheus), c) A Conference presenting the new training modules, e-platforms and sharing research on innovation in University and professional training.The JMC CIPROHA will enhance the specialized knowledge and skills of both the Chair holder and researchers involved, insert into the University teaching the experience from lifelong, didactically innovative and pedagogically rich, open and flexible, learning approaches. These approaches will also foster students' potential for employability and cultivate the growth of an activist spirit.
