Etimesgut district has even more population than 60 provinces. The high population of students in Etimesgut district's schools complicates the management of schools. In 2014, in the entire district 62% of school principals was changed. %48 of headmasters and %26 of assistant directors working in our schools have difficulties in managing crowded schools despite having a master's degree in educational management. In our country, the administration of education seminars taken by the school administrators are very few and theoretical. There is no opportunity for sharing experience because of lack of workshops. Needs analysis were conducted in order to determine educational problems and workshops were designed to produce solutions to problems. Studies have revealed that the primary solution proposal for the problem is the need of managers' training. In this context, according to the Tuckman model the project team was formed with the specific criteria and surveys. The district national education directorate formed the project management team. The 15-person project education team, consisting of directors and deputy directors of 10 consortium member schools in the district, was formed. The education team, whose members are the directors and deputy directors from different elementary school, middle school, anatolian high school and vocational high schools, will attend the courses which will be held in 3 different countries and will spread the gained experience by sharing it with other managers from both inside and outside of the district. Project training team is divided into 5 groups which are communication, promotion, training, dissemination and measurement and evaluation. Before, during and after the project; project planning, implementation, monitoring and evaluation tasks were defined, learning and teaching contracts were signed. At the end of the project a major contribution to the education system will be provided by the development of leadership skills of other school managers in European standards. In other words, 460 school managers, 4400 teachers and nearly 85000 students will be reached by the means of the project. The multiplier effect of the project will be increased by spreading the project idea outcomes and measurable impacts. The school management personnel working in Etimesgut will gain knowledge and skills in the context of modern management approach with the help of project.
As a result, with the help of attended classes; new management skills will be gained by the education team, the schools can be rebuilt, with effective school management the motivation of the teachers will be improved, the schools and school environment will be developed, administrator-teacher-student-parent interaction will be increased and so social cohesion will be contributed, school management approaches from Europe will be learned and conducted, foreign language proficiency will be developed, inter-cultural dialogue will be promoted. There will be a web page on which all the Project products, brochures, CDs, books, series of seminars, panel discussions and all documents will be shared. An impact evaluation will be made for the stakeholders reaching the Project products and with these results related documents will be created. All activities in the project will be measurable.
