EST-FIN HEALTH AND WELFARE INSTITUTIONS COOPERATION NETWORK (HEWENET)

HEWENET addresses the problem of social security through increasing the quality and efficiency of operation of health care and welfare institutions. The middle-level management of those institutions is frequently not up-do-date, because managers are usually experts of medical or social service fields, not of management. Uneffective management results in worst client service level, unsatsified employees, waisting of material resources, poor reputation of medical and welfare sphere and finally social unsecurity . The main goal of the project is to increase social security and wellbeing of diffrent social groups through cooperation network and increased efficiency of management and client friendliness of health and social welfare organizations. New knowledge and training programmes developed during the project would help to repair the efficiency, customer friendliness and quality of health and social welfare in both cross-border region. Project solutions create a continuous synergy between cross-border regions with the opportunity to best practices exchange, knowledge transfer, development and piloting of joint training programmes and networking. Many problems in the designated fields are similar in Estonia and Finland: the population is aging, the importance of social systems is increasing, knowledge and management skills of the managers are not catching up with the rate of development. The project is dedicated to the solving of general – social problems which, through cooperation, are hoped to be effectively repaired.This is also an opportunity to create the first equal cooperation network and managers training system.The development of social health and social welfare intuitions and organizations, and the inclusion of foreign experiences, has thus far remained undeservedly unnoticed in Estonia as well as Finland. It is necessary for the balanced development of society. The project compose of 5 work packages (WP). Project workpackages: 1) Project management and coordination 2) Survey on management training needs - survey of welfare training needs will be carried out including competency models of managers and client service level survey 3) Development of Management Training Programs for the Welfare Sector - based on results of survey, training needs will be evaluated and using best practices- innovative training programs will be developed and piloted. 4) Networking Events for Welfare Managers - 5 networking events will be carried out in order to boost communication, exchange of experiences and best practices among welfare managers in cross-border region. Web based interaction environment for welfare managers is created. 5) Dissemination - communication to target group and wider publicity about activities and results of the project. Actions of WP-s are intertwined and synergy created. TUT is responsible for WP-s 1, 3, 5. Aalto University Foundation SBC is responsible for WP-s 2 and 4. Achievements: The HEWENET project increased social security and the well-being of various social groups through a cooperation network and was improving the efficiency of management and client-friendliness in health and social welfare organisations. The project conducted a survey on the competence of health and welfare managers and evaluated the client service level. Based on this knowledge, the project developed training programmes for managers. To enhance cooperation, the project set up a network for communication and exchange of experiences among managers in the cross-border region of Tallinn and Helsinki.
