EQUIP European framework for qualification in home care services for older people

This partnership of researchers, vocational educators and policy makers will build a set of tools to enable the comparisonof qualifications and skills among different EU countries in relation to at-home care of older people. In this projectinvestigation will be made about qualifications, competences, working skills, and good home service practices within sixcountries of the European Union.The research outcome from this will be a framework which links skills and competences across the Europe in the area ofknowledge according to the ECVET principals and the professional level of competence according to the EQF- levels.The research outcomes will be translated in two kinds of electronic tools which processes that information. The first tool isan electronic questionnaire or a form of e-portfolio, which when processed tells the user how their own competence profilemeets the demands of the qualifications in different countries. It works by the user sending their profile for an assessmentto the appropriate authority in other country. Their training needs and lacks of competences can be shown and the furthertraining plan can be designed.The rationale of and background to the project lies in the aging population development in Europe. Throughout Europe thenumber of citizens over 65 years is increasing. At least in the most prosperous countries they have significant resources toconsume and their needs are more varied than before. Their care will be an important future issue not only for economicreasons but also because of citizens’ rights (to make choices about where to live). Nine out of ten people over 75 wouldlike to live in their own home instead of an institution. Home care is vital to achieving this. The EU service directive willresult in a more open market across Europe. Even though it doesn’t relate fully social and health care service, it hasconsequences in this sector as well. This creates a need for more information about the levels of professional education,qualification, skills and competences in different countries.Transparency (and accordingly the transferability and compatibility) of professional qualifications are keys to increasedmobility of qualified workers in Europe. At the moment, comparison is difficult and the complexity contributes to the nearimpossibilityof movement of skilled and qualified staff between countries. There is particular difficulty in movement fromcountries with less regulatory demands to those where the professional qualifications are more precise. This project istargeted for educational providers, practitioners, employers and policy makers who are concerned with care services forolder people in their own homes. The project will concentrate on issues arising from the Lisbon strategy and theCopenhagen declaration. It will contribute to the ECVET process and help implement the European Framework forqualifications (EQF) and the Europass.
