RANNIS (The Icelandic Centre for Research) took over as the EQF-NCP in Iceland at the beginning of 2015. As before, the Ministry was in charge of all policy related work in connection with the development of the ISQF and linking it to the EQF and will continue to represent Iceland in the EQF Advisory Group and steer the ISQF Advisory Group which will be established once the ISQF will be adopted. The Ministry has asked RANNIS to continue the work as EQF-NCP in 2016. The main aim of the 2015 work programme was to engage in consultation with educational and labour market stakeholders with the aim to achieve an agreement on the number of levels in the ISQF (currently the levels are 7) and finalize the framework. Three working groups were set up at the beginning of the year in order to achieve this aim. Even though considerable progress was made in this regard in 2015, the ISQF has still not been finalised. A 7-level framework is fully operational for the compulsory and upper secondary levels (including VET). It has, however, not been adopted yet at university level and in adult education. At levels 4-6 (EQF levels 5-7) the working group has made a formal proposal. However, the working group on level 1 (EQF levels 1 and 2) has not been able to agree on a proposal despite numerous meeting of working group and additional work in various sub- groups. The issue causing disagreement is the demand from the adult education sector for a new level 1 which is equivalent to EQF level 1. Stakeholders in the formal educational sector, however, do not see the reason for adding a new level but are positive towards splitting up the current level 1 into 1.1 and 1.2. There is further a disagreement with the purpose of the ISQF. The NCP and the Ministry, however, aim at completing the process at the end of February 2016
