Through the enlargement process, the EU is facing a crucial issue of its own future. Enlargement process is also related to its relationships with its neighbourhood. The aim of EUTUR project is to investigate EU projects in Turkey funded by the Instrument of Pre-Accession Assistance (IPA). By focusing on the tools of pre accession policy, EUTUR will highlight another face of the enlargement process, EUTUR will allow for a better understanding of the ongoing admission process and EU candidate countries relations. At the moment, Turkey is the cornerstone of the enlargement process. The progression of the political negotiations is very slow. Since the opening of negotiations in October 2005, only thirteen chapters of the Acquis have been opened and only one has been closed. In 2006, eight chapters relevant to Turkey's restrictions with regard to the Republic of Cyprus have been frozen by the EU and seven chapters have been vetoed by France or Cyprus. Since 2010, no other chapter has been opened. However, this does not mean that there hasn’t been any action with regards to Turkey’s EU bid. Last May 17th, a “Positive Agenda” between the EU and Turkey was launched in order to keep the enlargement process alive. Beside this new statement, since 2007, both candidate countries and potential candidates have received focused European funding and support through a single channel, IPA (consisting of five components: Transition Assistance and Institution Building; Cross-Border Cooperation; Regional Development; Human Resources Development; and Rural Development). In considering the 2007-2013 financial perspective , EUTUR will evaluate the role and potential impact of a public action tool (EU funded projects) on the transformation of European and Turkish political systems. It will focus on governance of the enlargement process, on Turkish elites and Turkish governance. It will also highlight how the EU manages its relation with its close periphery.
