Enhancing local program based innovation and development – a landscape and natural resources perspective (TRACOPI)
The need to enhance collaborative planning of natural resources has been recognised in many international conventions and reflected in the evolving legislation of the EU and the Member States. E.g. a new type of strategic planning approach has been launched. This “program-based planning of natural resources” (PBPNR) approach requires taking into consideration local level actors and stake-holders. This has lead to need of new skills of planners and even to need of new type of profession of planners. Therefore, it is necessary to identify and develop practices and tools which assist the adaptation of curricula of institutions providing further training for planners. Several tools have been launched for that purpose, one being CoPack, trainers´ support material package for collaborative planners, which served as a starting point for this project. CoPack has proved to be useful, but there was need to modify and update it and to transfer its innovations to wider use to foster local and regional creativity within PBPNR. The overall objective was to give planners new skills in collaborative planning. This can be reached by enhancing the quality of training by providing trainers with new tools. Thus the primary target group were trainers in institutions which provide further training to PBPNR planners. Secondary target group were the planners who participate in further training. The ultimate beneficiaries are citizens, land owners, NGO´s, SME´s etc. having an interest towards natural resources use, and who are served by PBPNR planners. Altogether 16 project partners had three main roles in the project: (1)The research organizations served innovations to be transferred to planners, hence called “Innovation bodies” (2)“Steering partners” are organizations doing PBPNR in practice, and in this project they evaluated proposed innovations, materials and course contents (3)"Training partners" offer further training for PBPNR professionals. The project has direct impacts by improving the quality and relevance of training offered by further training organizations. Because of that, the quality of the PBPNR practices improves in partner countries, which in turn serves better the needs and hopes of the stake-holders in natural resource planning.
