ENHANCING ALBANIAN SYSTEM OF QUALITY ASSURANCE IN HIGHER EDUCATION: APPLICATION OF THE PROCESS- AND OUTCOME-BASED METHODOLOGY

The project objectives:• To develop a national framework for quality assurance;• To build on the capacity of relevant actors in HEIs, PAAHE and MoES to manage a process- and outcome-basedapproach to quality assurance and self-assessment processes;• To enhance the external and internal quality assurance systems drawing on the process- and outcome-based approach;• To promote student and academic staff involvement in university self-assessment.European approaches to high quality of teaching and learning with the means of quality management systems arerelatively new phenomena for the Albanian HE system, thus, the pace of implementation of Standards and Guidelines forQuality Assurance in the European Higher Education Area (ESGs) is rather slow and HEIs, Public Agency for Accreditationin Higher Education and other stakeholder organizations feel a strong need for capacity building.The project aims at enhancing the Albanian HE QA system through setting a national QA framework, embedding asystemic approach to external and internal QA in line with the ESGs. It will do so through specific objectives underpinning development of a national framework for QA; building on the capacity of relevant actors to manage a process and outcome-based approach to QA; enhancing the QA systems drawing on the process and outcome-based approach; promoting student and academic staff involvement in university self-assessment; and an active dialogue between the stakeholders.The principle outcomes and outputs are:• A legitimate national framework for QA;• Approaches to internal QA aligned with the external QA approaches promulgated by the PAAHE and are in line withthe ESGs;• Professionally equipped actors in HEIs, PAAHE and MoES to manage a process and outcome-based approach to QA andself-assessment;• Enhanced internal QA system at HEIs drawing on the process and outcome-based approach;• A strong background for a tradition of an informed and productive involvement of students.
