Effective Methods and Techniques for Scientific Personnel Selection

When employees are evaluated from their performance, different methods can be used for mining the best abilities, knowledge and personal traits of them. Providing modern, inovative and scientific validated tools is not enough if we leave them in the hand of professionals which are not trained to use them. Skills on using modern tools have to be sustained with high competences to interpret the results so as to provide a scientific validated personnel profile to the decision factors. This is why along with development of techniques, methods and tools validated in different EU countries we planned to improve VET curriculum for professionals working in the field of personnel selection and evaluation.The goal is to strengthen the European cooperation in providing scientifical validated tools, methods and techniques for personnel selection and evaluation. The objectives of partnership are: to develop a set of innovative techniques and methods for personnel selection and evaluation for law enforcement and to increase competences of psychologists and recruiters working in personnel selection and evaluation for law enforcement.The participants are psychologists involved in personnel selection and HR managers, professionals and recruiters for law enforcement organizations/institutions, researchers, trainers, clinical psychologists.We aim to analyse the recent research about the job selection and related subjects. Our research will be based on peer-reviewed scientific research. A part of our research will be based on interviewing HR professionals and recruiters in order to map, how law enforcement organisations – in each participating country – make actually personnel selection.The main scientific methods of personnel selection, how to check its validity and reliability in a particular context, and how to build tools for assessing candidates and employees, will lead to the elaboration of a manual which is intended as a ready-to-use guide for all the steps required in a scientific selection.Knowing how important is to build the e-learning platform and producing videocourses, audiocourses and articles, related the scientific personnel selection, also according to the practical guide produced in the second intellectual output we will develop one for this project, also.The partners will elaborate also, the design of training course; methods and technics of teaching learning process; monitoring and evaluation methods; and follow-up of training course. All decisions will taken during the 4 transnational project meetings to ensure the effective coordination of activities, to compile monitoring reports and observing the conditions of eligibility, meant to identify the problems of the project and to find the right solutions to overcome them. Focus will be on achieving maximum efficiency and a broad impact of the project. Implementation methodology, coordination, reporting and evaluation will ensure the smooth running of the activities, thus to contribute to the success of the objectives. An European collection of good practices, scientific research and laws in the participating countries – techniques, methds and instruments used for personnel selection and evalation. A systematic review, collecting and summarising all empirical evidence that fits pre-specified eligibility criteriaManual of “Effective Methods and Techniques for Scientific Personnel Selection”. Inside the manual we’ll put also the results of the first part of research, comparable datas between countries and other topics basing on the analysis of needsE-learning platform. Producing videocourses, audiocourses and articles, related the scientific personnel selection, also according to the practical guide produced in the second intellectual output.Training support documents for training the professionals. The training course will have a basic structure applied to all partners, following each partner to adapt the training course to its country particularities. All partners will decide on the final version of the training curricula. Creating inovative techniques, methodes and instruments would improve the capacity to perform personnel evaluation and selection in law enforcement and by disseminating them to other institutions from intelligence, justice and defence, we would increase the overal performance in selecting and evaluating the human resources best fitted for the professions where special psychological traits and abbilities are essential. At European level, the opportunity to work and produce inovative techniques, methods and instruments will contribute to strengthening bilateral relations, and also in facilitating the implementation of quality standards in the field of psychology applied in national security and defense. The project also represents tremendous opportunities for knowledge and intercultural learning.
