Viljandi County Government together with Viljandi County Youth Council have initiated a project "Estonian and Latvian youngsters hop on a youth participation subway together with the decision-makers". The overall aim of the project is to improve the involvement of young people living in Viljandi County and in Latvian border municipalities to decision-making processes and include them to the development of their home communities. The project will start on Feb 1st, 2010 and last 18 months until July 31st, 2011. This is an international project that is carried out with 2 Latvian partners - Valka Youth Council and the organisation called "Atbalsts Valkas Gimenem" (Support to Valka's Families). As the project is quite capacious it is carried out with an experienced project manager and a team of 17 youngsters (8 Estonian + 9 Latvian youngsters).The project uses a variety of non-formal methods while being carried out. During the 18 months the youth workers, young people and decision-makers both in Estonian and in Latvian side hop on different youth participation subways station for the purpose of the project. These subway stations are characterised by various events carried out during the project. These events include an opening event "24h with young people", a set of roundtables "Youth Take the Floor" and debates "Egg vs Hen", sports events "Power vs Young People", youth forums "Nobody cares? Everybody care!", youth exchanges, the possibility of job shadowing between young people and decision-makers, second set of roundtables "Youth Take the Floor" and social activities in each municipality. The project ends with a joint Youth Participation Concert on the Estonian-Latvian Border.These activities are intervined with team mid-term evaluation meetings and joint activities which enable the youngsters of the 2 countries to share know-how and learn from each other. The expected outcomes of the project are: both sides of the project have developed a measurable portfolio of good participation, 600 young people, 50 youth workers and 200 decision-makers and officials have taken part in the project and the voice of young people is heard in all the participating municipalities.
