EDUCATION FOR SENTENCED MINORS AND YOUTH

BASIS:
Prison and interment centers are places where the right to education for all and throughout life should be put into practice systematically. The level of education of the incarcerated population is generally low, because the school was often a personal failure. Besides informal eduation, chances are often neglected. Delinquency and crime are usually due to lack of education, social cohesion and insecurity. The prison is a place of custody which also has to fulfill its mission of rehabilitation as against deterrence, incapacitation and retribution.The first argument in favour of education in prisons should be the hope of a reorientation of life through an acquisition of qualifications, skills, or simply to get out of the spiral of exclusion and reduce or prevent recidivism.
Aims:
➢ Facilitate and strengthen social and labour insertion of young offenders through new methodologies
➢ Prevention of recidivism through improved models of intervention strategies and program models.
➢ Promote and reinforce cooperation between the different areas/departments that relate with the development of young offenders.
Objectives:
• Carry out an exhaustive diagnosis of the characteristics of the target groups thorough an analysis of profiles, methodologies, protocols, approaches... in the different countries that participate in the project.
• Support the development of inclusive approaches to teaching and learning that cater for the needs of the target group. Updating intervention methodologies so that the different professionals may face situations having to do with new behaviours of the target groups. Design of a benchmark on processes of recognition and validation of competences.
• Identify and develop ways to support and motivate students with difficult background to fulfil their educational potential and identify and develop learning strategies and methods to prepare them for further education and training as well as social and educational competences for the labour market. Finding as results improved protocols and working models with intervention with young offenders with mental disorders and difficult backround, as some examples.
• Analyse the diverse learning methodologies and models of the different partners involved that facilitate insertion and avoid recidivism. Probation as a period of job training and finding a job for an easier social reintegration in order to fight recidivism/reoffending.
• Test methodologies that have obtained best results in the participating countries. Different models and methodologies, some of them already presented and learned in the previous project. Formal and non formal education, sports, self-development, social skills, etc.
• Comparative analysis including all alternative measures to imprisonment in the countries participating in this project and an exhaustive analysis of them, starting from the previous product realized in ESM project (2011/2013) http://www.esm-project.euro-cides.eu/news/news.php with 5 partners (CY-DE-ES-FR-TR). A common analysis of expectations will be produced and partners will measure the gap between these. After thorough examination of the previous, an extraction of the most interesting alternative measures will suggested in order to test them out with the target groups in 3 countries involved in this project.
• Articulate interdepartamental cooperation protocols allowing to improve intervention with the target groups proposing a new model of institutional cooperation counting with the different departments involved in the juvenile judicial system (Education, health, justice…). The results will have to prove that recidivism is reduced, that the new service shortens proceedings and staff is better prepared to understand the different circumstances of other departments
For the above mentioned objectives, 3 different working areas have been designed:
1. Education, Social and Labour skills.
Participating countries: SP, FR, RO, CY
2. Mental Health. A new model on how to work to face mental health. Link between justice and health services.
SP, FR, BE, LV, HU.
3. Outside. In search of a new professional figure: Tutor, mentor? (what would be the ideal profile), involving local authorities, present throughout the whole process.

The participants will include technicians working for all the organisations and young offenders of these centres.
The partnership is composed by 8 different partners: ES, FR, CY, LV, IT, RO, BE and HU. ES being the coordinating organization as project leader. In conncection with FR, CY, the partnership was built on the basis of sharing visions, where there is a trust and transparency, a shared capacity building and learning and there is a will for mutual accountability and share of resources, and what is more important, there is already a strong sense of ownership for this project proposal. All of the partners have been carefully selected due to their experience in the field of young offenders development.
