Education and Employment Pathways for Speakers of Other Languages

Project targeted settled BMEs and Migrants with second or additional language to host country & refugees and economic migrants who were economically inactive. Based on the success of EQUAL project and an Education/Employment Training programme for those without English as first language delivered across Glasgow and the West of Scotland and successfully Peer Reviewed at EU level through IMPART. Project addressed multiple barriers/problems faced by this group.Problems: Poor host country language acquisition; non-recognition of prior learning/experience from overseas, Lack of confidence, motivation or the chances to engage with the labour market or education; Lack of experience of local labour market, recruitment practices and poor networks promoting employability; Racism or prejudice, a substantial barrier for employers; Poor employment rates; issues allowing them to be more integrated and engaged.Obj: To cascade a strategy enhancing education and employability practice that complements Lisbon Agenda through providing education and training leading to employment by targeting BME’s furthest from the labour market not currently fully provided for within many EU employability strategies. A group with one of the highest unemployment rates and poorest educational standards of any specific group within EU labour market statistics.Our strategic partnership took essential support/learning materials that provided an integrated 'Education and Employment Pathway' for this specific group. We further developed the ‘Framework for Employability Courses’ and a ‘Skills audit toolkit’ for practitioners and employers across the EU. Organisations working closely with this target group have access to wider partner organisations at national and local levels. Partnership: Educational Institutes, Vocational Training Bodies, NGO’s, SME’s, Voluntary Bodies and Local Authority bodies are working with this target group to support the EU’s ‘New Skills for New Jobs’ strategy and by working together transfer a current successful methodology across various sectors and countries.Results: Research Report; Vocational Language, Study Skills, Empowerment, Equipped for the Future Courses & Skills Audit Toolkit. Materials were generic and adapted to suit a wide variety of employment and educational sectors.Impacts: 50/60 beneficiaries per country. Will benefit many more across the EU. Opens door to training, higher education, employment and integration.
