ECVET and OER based assessment and training of guidance practitioners working with NEETs

In December 2014 in the EU-28, about 5 million young people (aged under 25) were unemployed, of which more than 3.2 million in the euro area. 7.5 million young people between 15 and 24 years do not work or follow an educational or training course (Not in Education, Employment or Training - NEET). EU Member States have addressed the issue of young NEETs establishing the Youth Guarantee Program (YG), to ensure the employability of young people under the age of 24. This guarantee system assigns an important role to vocational guidance. The project “ECVET and OER based assessment and training of guidance practitioners working with NEETs” - ECVET.OER.NEET aims to develop innovative methodologies and tools to enable guidance practitioners which carry out activities under the new EU Program YG to work effectively with young NEETs. The project will define the competence profile of the guidance practitioner working with NEETs, , the Devise for the validation of skills acquired in formal, non-formal and informal contexts, in connection with ECVET principles, and will produce an OER, in addition to the repertoire on OER used for the orientation of the NEET and a report of training needs analysis. Two training courses, face to face and in e-learning, will be described and tested. The project consortium is composed by 8 organizations from 5 EU countries that assist young NEETs in different ways in the context of YG: 2 training and employment agencies, 4 public authorities, 1 private organization dealing career guidance services, 1 University. They want to promote the use, test and implementation of ECVET by applying it to the qualification of the guidance practitioners working with NEETs. The eight organizations work in different countries and in diverse settings; ECVET will be the common term of reference (a common language) to describe what they do and standardize their training and assessment methodologies for guidance practitioners working with NEETs. Thanks to the project 12,200 members of target groups will be informed about the project, and more than 4,850 learners and 240 trainers will be involved in it at different levels.
