ECC - a way to implement the UN-Convention on the rights of persons with disabilities

The Project „ECC – a way to implement the UN-convention on the rights of persons with disabilities“ originates on the setting of changing requirements in professional care for persons with disabilities. Having ratified the convention the countries are obliged to fulfill the rights of persons with disabilities under the guiding idea of inclusion. The European Care Certificate (www.eccertificate.eu) was developed from 2006-2008 in the framework of a Leonardo da Vinci pilot project. It imparts basic knowledge in the social care sector and so far has spread to 17 European countries and is translated in 13 European languages. ECC originates on the common understanding that the attitude and work of care workers must be linked stronger to the UN-convention. From 2012 to 2014 ECC training materials were developed in a Leonardo da Vinci Innovation transfer project named “Not patients but citizens with rights”. The materials are available in 13 different languages.
The present project proposal focuses the changing demands to the vocational training of "Heilerziehungspflegern“. It enables 72 students in the second year of their vocational training course to take part in a 4 week placement in a foreign country. The partner organizations are social care providers for persons with disabilities e.g. supported living, vocational training, sheltered workshops and leisure facilities. Every year six partner organizations have been involved in the project. The students compared their own practical experiences in Germany with concepts of social care and support in their host country aiming to integrate their experiences in their own professional concept.
Timed and with regard to contents a project for trainers was linked to the student project. Trainers and two so-called mentors will be included in this project. Mentors are the counselors of the students at their workplace at social care providers for persons with disabilities. In total the project included 36 persons. The project partners are the same partners than in the student project. The visit of trainers and mentors focused an ECC training course in the partner organization. The participants of this course have been students and mentors and participants of the partner organization like care workers, volunteers and relatives. The course was led by a binational training team consisting of the German trainer and a trainer of the partner organization who is fluent in German or English. The training materials will be provided in German and in the regarding partner language. For the first time participants from different nations have been trained and tested together for the European Care Certificate in this project. This enhances the professional interchange of the participants in regard to the UN convention and its meaning for the day-to-day professional demands.
122 persons took part in ECC- trainings courses, 84 persons made the test, 77 persons have been successfull and got ECC. Happily it was possible that in each partner organization the course could be done.
The project proposal contributed to the further improvement of the life conditions of persons with disabilities in Europe step by step and to reach the demands of the UN convention. The vocational qualification and attitude of care workers is a central aspect of these developments.
The project contributed to acquire qualified students in social care („Heilerziehungspflege“). This is of great importance taking into account the lack of qualified care staff.
Due to the variety of networks of the applying organization the dissemination of the results of the project to stakeholders, conferences and seminaries on regional, national and international level is guaranteed.
