East Mediterranean Cohesion on Information and Telecommunications (E-Medit)

It is well known that reducing the digital divide is essential for the economic development of Europe, because those who cannot use the instruments of IST are pushed further down the economical scale as the economy develops. All target countries involved have begun or are planning to modernise their ICT sector and are trying to establish legal frameworks that will be in convergence with common EU practices and international standards. The problems addressed: • Limited regional experience in issues related to ICT assimilation and development in the EastMed (this requires transnational involvement to overcome significant difficulties); • Participating beneficiary institutions have different starting points concerning ICT development and they lack adequate roadmap, innovative e-Learning, deep understanding of critical development steps by the regulatory and by policy-making authorities, and best practice on ICT; • Lack of specialised courses on ICT and IS topics in the EM. The project EMedIT will promote support services and training on ICT to the regional authorities (telecommunications regulatory institutions, ministries, telecom operators and related agencies and universities). The specific objectives of the project are to: • promote development of modern technology in telecommunication systems; • provide assistance to public authorities so that they can use modern ICT; • develop cooperation and networking between all regional actors involved in ICT. Based on the experience gathered in South-Eastern Europe (SEE) counties, who have encountered similar problems and have gone through comparable procedures for the development of the ICT sector, EMedIT aims to similarly address problems and needs encountered by the authorities of the participating target countries in the EM region – Turkey, Jordan, and Egypt. The consortium expects that at least 40 employees of the participating institutions will have the opportunity to meet and collaborate with the EU partner institutions that have gathered experience in the SEE region, in order to discuss their convergence to EU standards and the employment of modern IC technologies. Expected results and outcome: EMedIT will impact on three levels: a) Knowledge deployment will serve public authorities participating in the project to become familiar with recent trends in ICT and will be capable of deploying them in their countries, thus creating a competitive and technologically advanced environment attracting foreign investors, b) Technical deployment generated will enhance the ability of local telecom industries to utilize the issuing advanced technological environment in order to provide better services through innovation and become stronger and more competitive in the global market. c) General public (consumers) will indirectly benefit, being the recipients of new and improved services from the telecom sector. The project will produce studies on the current situation in each participating EM country outlining basic needs and weaknesses of each country, thus allowing for a more personalized approach during the national workshops. A most significant outcome of EMedIT is networking between all regional actors involved in ICT resulting from the cooperation between the EU and EM partners.
