E-QUALITY FOR COMPETENT EUROPEAN CITIZENS

The European Development Plan of our IES Comarcal for the period 2015-2017, is based on two basic groundings: KEY COMPETENCES and SCHOOL ORGANIZATION. Both issues arise from the Improvement Plan for the center over the year 2014-2015 and from the evaluation results, which were assessed by our educational administration and then also analyzed by the different managing roles of this school: management, teaching coordinators, staff and school board of representants.
For our school, this analysis was made with SWOT quality assessment to determine the strengths and those areas for improvement of our own organization. The result, discussed and approved at staff meetings and school board, revealed the need of working on competences, as well as new forms of school organization dynamics to enable better use of resources, and to achieve a better school success.
Therefore, E-QUALITY FOR COMPETENT EUROPEAN CITIZENS has been designed as a collective project with ten mobilities involving eight teachers of our school and focused on improving management skills, combating early school leaving, training in CLIL methodology and new technologies (ICT) and improving language proficiency in a foreign language. The implementation of the results of the mobilities is largely guaranteed by the fact that there is an active participation on the part of the school management, school coordinator, ICT teacher and ICT teachers training coordinator, guidance teachers and department heads, thereby there is evidence that results would be widely known among other instances thanks to a multidisciplinary and collaborative project.
If we analyze the first aspect, the development of key competencies, we feel that such necessity arises from the widespread perception that we are teaching 21st century students however using 19th century methods and programmes. Therefore, the development of language skills, digital literacy, mathematical literacy, learning to learn, social and civic competence, interaction with the physical world, autonomy and personal initiative, and art and cultural competence are tools already highlighted by European education policies and more recently by the new strategic "Education and Training 2020" (ET 2020) framework, where concepts, such as lifelong learning and mobility of citizens, are extremely important in order to improve the quality and effectiveness of education and training that can promote equity, social cohesion and active citizenship.
Moreover, the issue of SCHOOL ORGANIZATION becomes especially important when combating school failure and early dropout are of great importance for our educational system and in which our school has developed active practices during previous courses. In fact, alternatives to conventional educational models (either through specific groupings, either through differentiated and specific measures to support diversity) have been implemented in the center with very good results in the last years. In this regard the knowledge of different educational models has been very useful and the management team of this school has been also interested and has supported this project as a follow-up of its initial project for our school presented four years ago.
In this sense, working for equal opportunities and the development of employability of students is a priority objective of this high school, especially when recent data has proved that knowledge of other languages, systems and cultures are an asset for employability of the population in an increasingly globalized world.
Therefore, a project like E-QUALITY FOR COMPETENT EUROPEAN CITIZENS now presented is a continuity in the internationalization strategy of our school that in recent years has distinguished itself by expanding relationships with other school teachers and students at European level which have clearly promoted the creation of networks and knowledge among our educational community.
