In the modern world is orientation to the economic development with innovative activities and high- tech component has become country the most competitive factor and value-added source of economical development. We have to take into account that this development is going in vocational education, too. That’s why the vocational education have to expand and improve its educational programs and exchange of experiences to take into account the demands of labor market as in Latgalian region, as in Latvia and Europe (Austria and Lithuania) Vocational educational competence center "Daugavpils Construction Technical School" will give a wide variety of abroad professional knowledge for students and at the same time will satisfy the requirements of employers and continuously rise students’ skills and development as school’s continuous operation in vocational education and Dual vocational education system implementation and strengthening, adapting vocational training to labour market, ensuring the quality of training, actuality and attractiveness The opportunities of vocational education in region are the main factor that is connected with opportunity of reduction of labor migration that is very actual in Europe for development at all. The project „Dual vocational education system implementation and strengthening, adapting vocational training to labour market, ensuring the quality of training, actuality and attractiveness” activities are directed towards the development of students' professional, social and communicative skills. The project’s direct aim is: to improve the quality of initial vocational education programs for Construction and Civil Engineering, to promote the success of vocational training in upper secondary education for students and vocational education teachers, to provide a balanced and skilled continuing education for professional activities. The overall objective of project is: to provide an opportunity to get work, life and professional experience in another country, expand one’s horizons and promote intellectual and professional development. The project specifically audience - VET students and vocational education teachers. The project partner- Regional vocational education centre in Utena and Regional vocational school “LBS-Graz5”, limited liability company “KNAUF” and “KNAUF ACADEMY”. Over the past couple years the theme of the dual education becomes more urgent in the Latvian national level and in Latvian regions. Given the fact that the dual education successful example mentioned by Germany, Austria, where the dual system of vocational education is very popular - studying at 51% of all young people. Graduation in the dual system guarantees good skills and jobs. Daugavpils Construction Technical School considers as a good opportunity for cooperation during the project wits Regional Vocational school Graz5 and limited liability company “KNAUF” and “KNAUF ACADEMY” to explore, to take over and develop methodological tools for dual studies, to take a closer youth and employers' demands in the labor market in Construction and Civil Engineering in Latvia and Latgale. Underline attention to the social partners, especially employers' organizations, their role in the dual vocational education, including system maintenance and organization of content creation, skills evaluation and provision of guidance. To reach the project’s goal: to provide the development of getting the professional competence and innovative experience for students in program for Construction and Civil Engineering to promote project’s partners for principle of cooperation and researching the vocational education on high level, strengthen the capacity of project participants' in practical training, providing the project learning program, to create the conditions for the project’s participants to promote Latvian, English, Lithuanian and Austrian languages learning, to promote inter-institutional cooperation in working out of methodical material to conform quality guarantee, professionalism, use of modern technology in preparation of construction specialists Continuance of experience interchanging for students and teachers The project’s disposal time and place: Autumn, 2015 till Autumn, 2017; Achievement: Tendency to conform the system of organization (policy), to make better the quality of educational process in professional education. In experience changing process will be developed next cooperation with partners to widen the possibility to improve practice places in EU co-countries.
