Dissemination and fostering of plasma based technological innovation for environment protection in BSR (PlasTEP)

The pollution control of the environment is a transnational request of all countries and a strategic aim of the European Union. This is also reflected in the increasing tightening of the exhaust emission standards particularly in the Baltic Sea Region countries. Causes by the constantly rising of the industrialisation the environmental impact also raises by exhaust air, exhaust gases and waste water. The intact nature represents an important commercial basis particularly in the BSR countries and therefore the industrialisation must be arranged environment-friendly. New possibilities for this will be opened by the innovative plasma-based filter and water treatment techniques. The main point of the PlasTEP project is to clearly inform the decision makers from politics and economy about the practical possibilities of the low-temperature plasma technology for environmental purposes to establish a market driven transfer process and an increasing member of applications. In order to stimulate necessary investments for environmental issues, 3 thematic working groups will be developed in the context of PlasTEP, in which partial mobile illustrative models/- prototypes will be constructed and demonstrated. The 1st working group is occupied with the pollutants nitrogen oxide/sulphur oxide (NOx/SOx) how they occur primarily at all burning processes. The 2nd working group concentrates on polluting volatile organic compounds (VOC) and particles like they appear e.g. polymer processing, paint shops etc. The 3rd working group is focused on the treatment of polluted water. The sustainability of the considered application, covered 8 BSR partner countries, is analysed interdisciplinary. Resulting from this, common support strategies of the industrial implementation will be developed and disseminated. SMEs as users and manufacturers, public authorities as proponent and purchaser as well as organisations with a multiplication character are playing a substantial role. With partners from all BSR countries a visible technology cluster in applied plasma technology for environmental protection around the Baltic Sea will be developed with a technology leadership approach. One of the main aims is the dissemination of knowledge by fairs and conferences, presentation at national highlights to decision makers and stakeholders to include them in the transfer process. Another coordinated activity is the plasma-technological further education of students, engineers and scientists by international and national workshops, conferences and training courses. The PlasTEP project will establish the basics for future transnational and international cooperation. The main outputs are the 4 prototypes and a guideline for application with plasma technology in environment including economical considerations. Achievements: On 17.09.2009 the PlasTEP project started under the slogan Dissemination and fostering of plasma-based technological innovation for environment protection to raise awareness about possible applications of low-temperature plasma technology for air and water cleaning.Therefore, PlasTEP was introduced at several national and international events to decision makers from industry, politics, science and the public. During summer schools and training courses, students and entrepreneurs from 12 countries broaden their knowledge about plasma technology applications for environment protection. The in 8 countries organised workshops for SMEs, in which the results of field tests (i.e. tests under real conditions)have been presented,were one of the most effective tools to get in contact with stakeholders from industry and policy and to initiate a technology transfer. Using this dissemination tools and in preparation of the workshops and field test several contacts to service providers could... be initiated. They were informed about possibilities and new trends in plasma technologies and access to new technologies (e.g. by licenses from the institutes).Furthermore, the project supports the establishing of contacts to potential customers, who were also informed by the project about e.g. possible solutions for existing pollution problems. To attract investors, some joint field tests were successfully performed e.g. to reduce odour at a water plant in Poland and at a hen farm in Germany or reducing VOC in Estonian chemical industry.For this purpose, the project has developed mobile plasma devices and analytics which can be installed at test sites for technical studies. Within PlasTEP some partners applied for an extension stage project PlasTEP+ to continue the practical demonstration of the potential of plasma technologies using the PlasTEP investments in additional field test. In addition to the workshops the results of the field tests were published at the project web page... www.plastep.eu. To make the information sustainable a handbook Plasma Treatment for Environment Protection and a contribution to the book Monitoring, control and effects of air pollution were realised. All materials and presentations address especially engineers and stakeholders from industry and will be further distributed at the PlasTEP+ activities. First discussion about new investments in plasma based air cleaning technologies started within the project. The communication activities are supported by the development of an information database on pollutants and air emissions in the BSR. This database will help to determine user groups of plasma technologies with the aim of adapting the standardisation to varying needs of different applications. Another effective dissemination tool was the participation in different fairs on which many public visitors as well as representatives from industry and policy were informed about environmental protection with help of Plasma technology.
