With the start of the Italian presidency, the 4th cycle of the European Process of the Structured Dialogue (SD) started, thereby opening the opportunity for CNJ and their counterparts to debate how to implement this new cycle in their respective countries.
By implementing this project, the quality of the consultations of the 4th cycle was intended to be improved.
The goal of the project was to analyze with the participants new ways to engage local youth to participate in the SD.
We expected to:
a) Discuss compiled and adopted specific initiatives undertaken at national level following the SD with youth policy makers and youth organizations;
b) Discuss measures under discussion at national level resulting from the planned Structured Dialogue policy initiatives;
c) Recommendations to NYC’s about methods and ways of monitoring the results of Structured Dialogue (as to promote the results to the general public, such as defending the recommendations emerging from the consultations towards the relevant decision makers at various levels);
d) A toolkit designed to help National Youth Councils to better understand the changes made to the process and method of financing.
The project took the following actions:
• Public presentation to launch the project;
• the seminar "Structured Dialogue in Action";
• Survey of quantitative and qualitative data to elaborate a report on the problems experienced by young people living in Portugal;
• Promotion of 6 focus groups with young people to identify and understand the problems of young people in the districts of Aveiro, Oporto, Setubal, Evora, Faro and also among young deaf;
• Systematization of recommendations to promote youth empowerment;
The project had two target groups, the first was youth leaders and youth workers active in national platforms and youth involved in the European process of Structured Dialogue. The second target group is young people in disadvantaged and migratory context, since it was intended that the partners replicate the results on a common understanding about youth empowerment (general theme of the 4th cycle of SD) with its member organizations.
As to what regards the participants of the "Focus-Group" and the seminar on youth emancipation, the selection of participants was made through a call and respected the principle of "multi-public" and "multigenerational" since youth is by definition synonymous of diversity, generational range with deep motivations and different interests, and different expectations from each other. The project all together will have 235 participants with ages between 18 and 35 years. The selection of participants had as criteria the balance based on gender, geographic origin, nationality and / or belonging to an ethnic, economic and social context.
The project was divided into 3 phases: 1st phase was the International Seminar "Structured Dialogue in Action". For the improvement of this initiative, we had the European Youth Forum as an expert partner. The initiative included workshops, facilitated by our Pool of Trainers, and plenary sessions.
In the 2nd phase 6 "Focus-Groups" were carried out, in order to identify and understand the main problems experienced by young people that hinder their emancipation in the national context. The focus groups took place in Faro, Aveiro, Évora, Setúbal, Oporto and one targeted specially at young deaf. The resulted conclusions and recommendations were presented at the national seminar on youth empowerment.
The 3rd phase was a seminar entitled “Lives in Standby – Make yourself heard!” was organized on the basis of the working groups and plenary sessions and the recommendatios of the Focus Groups were presented and further discussed. This Seminar counted, among other participants, with young people engaged in Professional Trainings developed by the Training and Employment Institute (IEFP).The conclusions and recommendations from this Seminar were sent to the European Steering Committee as a result of the national consultation on the general theme of this 4th cycle of SD. Each participant was empowered with new tools and networks to best implement the SD. We expected make the SD more inclusive.
We aimed at developing a greater knowledge of the European framework of youth policy and narrowing the gap between youth and public and private bodies working with and for youth, promoting thus active and informed citizenship and participation in matters that concern them. Project results were disseminated among the members' NYC of each partner as well as in their social networks, which, at the time, would come to about 50000 youth organizations in Europe.
The final report will still be widespread in the YFJ Weekly Courier, which reaches 100 members of the European Youth Forum, as well as partner organizations across Europe.
