Development of VET training on energy efficient stoves and fireplaces
Date du début: 1 sept. 2016,
Date de fin: 28 févr. 2019
According to Paris Communique adopted by 195 countries on December 12th, 2015, the main long-term aim for all countries is to work together to reduce emissions of climate pollutants in order to help improve air quality, public health, food security and energy efficiency at the local and regional level and therefore contribute to achieving the 2030 Agenda for sustainable development. At the same time, the European Union has set a timeline for 2020 to radically reduce the CO emissions by 20% in member states. In Lithuania, as well as in other participant countries, the solid fuel burning stoves and fireplaces are still the main source of heating in households in rural areas accounting for considerable emissions of CO. The proposed project addresses the need to promote environmentally friendly and energy efficient stove building by developing a common European qualification standard and training curriculum for initial and continuous vocational education and training. Currently the VET programmes delivered in many countries do not focus enough on the energy efficiency and environmental issues of stove building. Meanwhile, the EU has introduced strict requirements for stoves and fireplaces, e.g. the Standard EN 15544:2009 ensures an average CO emission of CO mg/MJ for wood burning stoves; the Standard EN 13240:2001specifies requirements relating to the design, manufacture, construction, safety and performance (efficiency and emission) instructions for residential roomheaters fired by solid fuel. In order to improve the level of training of stove builders across the EU, the existing qualification standards ant the curricula need to be updated. The project forms a Strategic Partnership to modernize VET for stove builders in the EU aiming at:- By using the best practice examples from Germany and Estonia, to develop an updated qualification standard for a stove and fireplace builders, accompanied by a modern curriculum and training/learning materials;- Establishing a Qualification Scheme which will ensure transparency and accessibility in competence acquirement, assessment, validation and certification, thus creating favourable conditions for labour mobility within a country and across the EU;- Implementing short-term transnational training activities for trainers of VET institutions who will be able to use the acquired knowledge and skills for development of the curriculum and implementation of the training course;- Delivering recommendations for normative documents on energy efficient and environmentally friendly stove building.Main target groups of the project include:- VET trainers;- Trainees enrolled in IVET and CVET programmes for stove builders; - Unemployed people seeking to acquire the qualification of a stove builder;- Bricklayers and stove builders seeking to improve and update their competence and qualification. The project partnership will develop an innovative course on energy efficient stove building aiming to empower the stove builders with a new set of skills and competences, with regard to principles and technologies related to the designing and building of energy efficient and green stoves and fireplaces fired by solid fuel. It will develop and offer learning resources on stove building specifically addressing the skills needs in the technical, environmental, regulative and customer consultation aspects. The link to the European reference tools (EQF, ECVET) will support future recognition and validation and will address the mobility needs of the stove builders workforce in Europe.
