The main objective of the project is to enhance Finnish-Russian cooperation regarding risk management to improve maritime safety and reduce transboundary environmental risks through research, development and training. The project aims at strengthening the competitiveness and sustainable economic development of the maritime transport system around the Gulf of Finland. The aim is to develop knowledge based tools for risk management including the main challenges in various environmental conditions throughout the year and especially in ice conditions. Improved maritime safety is a key factor in efficient and economic shipping operations especially in hazardous environmental conditions. One example of the hazardous conditions is the wintertime as all the ports in the Gulf of Finland (GoF) with heavy oil traffic freeze yearly. To ensure smooth traffic flow, management of risks regarding maritime operations and activities will be addressed. Experience and the competence of the crews are the key factors in minimizing risks and thus a major element of safety. The competence of crews is essential to ensure safe, secure and environmentally sound shipping operations. The RescOp project aims to improve maritime training standards. Achievements: The final results of the implemented activities have been: 1) Development of a probabilistic oil spill model, which can provide some information as to what accident potential is present in the Gulf of Finland. Project visibility awareness was raised in a professional safety and risk conference held in Amsterdam (ESREL 2013). Furthermore, the completion and dissemination of the Search and Rescue incident atlas has increased project visibility among relevant stakeholders. In the framework of the project scientific works concentrating on the maritime safety were published in particular with regard to the winter navigation and the ship movement in heavy ice conditions. 2) Training Programme including simulation scenarios for Vessel traffic service (VTS) operators was developed in close cooperation with Russian and Finnish VTS authorities.3) Disseminating knowledge and practices for maintaining voluntary sea rescue training in the future after the project’s end in Kronstadt. 4) Training of the volunteer rescuers and university students in Russia and dissemination of the advanced training methods.
