Development of Quality Assurance System in Turkmenistan on the base of Bologna Standards

Wider project objective is to Implement European Quality Assessment Standards into Turkmen educational system. Specific objectives of the project are following:- To develop standards, formal procedures and associated instructions for the assurance of the education quality in Turkmenistan on the basis of European and national quality assurance standards.- To establish National Agency of Quality Assurance.- To promote international co-operation of the Agency to enhancing quality assurance decisions and quality assessment.It is planned to elaborate a quality assurance document package, which consists of documents (standards, procedures, instructions, and corresponding didactic materials) for assessment of quality of education on the basis of European and national quality standards. Special emphasis will be given to student assessment procedures, staff recruitment and appointment procedures, learning resources and students support. Information computer system will be an important instrument of collecting and analyzing information about university activities.For real introduction of mentioned approaches, a national Agency (for education quality assurance, internal assessment and external review) will be established. One of important aspects of the project activities will be involving to the process students and young teacher. Quality standards will work, when they are not only in official papers, but in mind of academic workers. Large-scale retraining for university staff, involved to quality assurance procedures, is planned. Especially important is "training trainers". Young teachers, retrained at EU universities, will prepare special courses, devoted to quality issues, and by this way will spread accepted knowledge within colleagues in Turkmenistan.Project sustainability will be supported by the Ministry of Education. Formal approval of the quality standards will give possibility to the Agency to continue its work beyond the lifetime of the project.
