Development of Quality Assurance in Higher Education in Moldova

The Moldovan HEIs have QA structures in place, but their activity remains at a very formalistic level. A pre-project needs analysis conducted by the UL demonstrated that the main reasons for the low impact of QM structures at HEIs are a lack of training in self evaluation, a lack of understanding of the idea behind a quality culture, a very low level of students’ involvement in QA, a lack of dialogue between the QA structures and the academic staff and the missing “link” to the systems level due to the absence of a requirement for external accreditation in RoM. The goal of the project is making QA at Moldovan HEI functional and conducive to HEI strategy development. This aim will be achieved by a Consortium of reputable and experienced EU partners, 6 representative RoM HEI and in close cooperation with 2 relevant state ministries, the National Rectors’ Council of Moldova (27 Moldovan state and private HEI) and the National Council of Students Organizations. Specific objectives: • Train QA staff at HEIs ; make QA staff develop sustainable• Empower students to participate in QA, foster quality culture on level of students and staff;• Establish a functional dialogue between QM structures and academic staff in order to complete the QA cycle; • Enable QA Offices to conduct self-evaluations and prepare study programmes for accreditation; • Conduct international study programme accreditations of 6 study programmes • Build capacity at MEM for the activity of the future RoM Agency for Evaluation and Accreditation • Dissemination and sustainability The principal outputs & outcomes of the project are:• QA offices, academic staff and students from 27 RoM trained in QA• QA peer-networks established at national level• 6 HEI (members of the Consortium) evaluated• Strategies for 6 HEI developed• 3 pilot study programs prepared for intern. accreditation• Capacity building at the MEM for evaluation and accreditation of study programs • Website on QA in RoM
