Development of Hereditary Cancer Prevention Measures in Estonia and Latvia

The overall objective of project is to improve life quality in Latvia and Estonia by developing effective population based hereditary cancer screening and management system model and combating hereditary cancer in border regions. Activities are divided in three main groups - pilotproject for hereditary cancer screening and management system to elaborate system model development of hereditary cancer consultation and management centres in both countries to offer consultation opportunities and information and education measures to rise awareness about hereditary cancer issues. Achievements: Progress reportDuring the final-5th period all the activities was focused to achieve planned project results and received project extension till November 30, 2007 and approved budget changes contributed to succesfull project finalization. Close co-operation between partners were ensured by organizing Project Management Unit meetings, Steering Commitee meeting as well comunication via e-mails and phone calls on day-to day basis. During project implementation 2 methodologies of Hereditary Cancer (HC) screening were elaborated and tested - two in Estonia and one - in Latvia. 96 General Practitioners and 67 nurses involved in the data collection as also trained and consulted on hereditary cancer screening through the 16 workshops and instruction seminars. All together collected 29342 questionnaires, 1602 patients identiefied under HC risk and consulted, 1808 blood samples (including also 2nd methodology (EE) samples in total 656) for DNA extractions performed. 150 patients with increased HC risk identified through the DNA extraction and repeatedly consulted on HC prevention activities. Final national reports on pilotproject results prepared. HC data base in PSCUH elaborated and administrated by HC consultation Cabinet in PSCUH, also electroniacal questionnaire and changes in genome database prepared in Estonia. Magnetic resonance imaging device for breast purchased and 46 diagnostics performed, also stereotactic biopcy device for breast purchased. Based on the pilotproject results and joint discusions within the project partners, conception on HC screening and management system model elaborated, which may lay grounds for further HC screening and communication within national health instiutions in both countries. In PSCUH detail design for HC consultation and management centre elaborated and further construction works started out of the project frame. 2 workstations in Estonia developed and 3 HC consultants from Estonia trained through closes partnership in Riga. This stimulated opening of the private HC consultation centre in Tallinn, by one of the trained consultants within project. Elaborated Conception for HC consultation and management centre serve as basis for both organisations in Latvia and Estonia for further HC centre development activities. Concerning the information measures, expereince exchange between the project partners ensured on the best solutions for the informative measures, based on this - 5000 inforamtion materials on HC for general public distributed in Estonia, as also publications in local, regional, national and medical media contributed to awareness raising on HC issues and prevention activities among general public and professionals. During final conference, organized in Riga, 08.11.2007, project results were comunicated to professionals, general practitioners and other interested parties, including Ministry of Health.
