The development of ECVET is in more than one aspect a European priority to facilitate the much needed increased mobility of VET learners; it was therefore vital to further develop ECVET. The ECVET NCP for England previously developed a possible conversion tool, a "QCF/ECVET Converter" which it sought to pilot through testing against different types of qualifications in order to determine its validity and wider usefulness. At the same time, Finland was preparing to practically implement ECVET and had valuable experience to share with other Member States; Austria had previously developed a guidance document of ECVET procedures which they were eager to test with European partners. A Transfer of Innovation project provided the perfect opportunity for countries involved in the application of ECVET to work together to share innovative ECVET practices and develop tools for its successful implementation across Europe. The objective of the project was to produce a Practical Guide to ECVET to provide guidance on best practice for the use of ECVET in learner mobility, address issues of managing the assessment and validation of learning outcomes, and include completed examples of the templates for the Memorandum of Understanding and Learning Agreement. The guide, "Make It Count", has been produced in electronic and hard copy.The project developed the Practical Guide through cooperation between countries that had approached ECVET from different perspectives, thereby allowing for a transfer of expertise and experience between the partners which covers a variety of viewpoints. The consortium was made up of members able to contribute expertise in various areas of ECVET development: the English NCP with its expertise in the theory and technical development of ECVET and LLL; 3s with their research experience, having previously written a preliminary ECVET guidance document to on implementation procedures from a national perspective; VTCT and Sedu as VET qualifications awarders and ECVET practitioners, able to engage in the development of partnership arrangements, points allocation and assessment and validation procedures; and qualifications regulator Ofqual for the UK able to oversee the work from a regulatory perspective.The ultimate outcome of the project included not only producing a Practical Guide for ECVET but also ensuring it was widely distributed amongst ECVET stakeholders, the impact of which will be to improve the consistency of ECVET implementation and foster a wider adoption of ECVET in the partner countries and more widely across the rest of Europe. Copies of the guide were sent to all Erasmus+ agencies across Europe, and have been distributed at other relevant events to date. This has been supported by project outputs including a project website, a dissemination event, an exploitation seminar and news items which have been produced to promote the Guide and the best practices it contains.
