The central Europe is a highly urbanised area with a huge stock of existing public and private buildings with low energy efficiency. Great efforts are necessary to overcome the problem of energy consumption. To reach the goal of a nearly-zero energy demand buildings there is a great need for new techniques, methodologies and investments. The overall objective of the project CEC5 is the promotion of energy efficiency and exploitation of renewable energy sources through application in public buildings. At EU level, the Directive 2009/28/EC on Renewable Energy Sources (RES) and the Proposal on the Recast of the Energy Performance of Buildings Directive (2002/91/EC) define the framework for related actions for the next years in the fields of RES and energy efficiency (EE). The project will directly address all these elements in a combined way. Achievements: The building sector is the highest energy consumer but also the sector that has the biggest energy saving potential. The CEC5 project wants to tap this potential through promotion of energy efficiency (EE) and renewable energy sources (RES) use in public demonstration buildings. Regionalentwicklung Vorarlberg eGen is the leader of the project consortium searching for energy solutions in the building practices to pave the way for private stakeholders to follow the public example. The CEC5 way to reaching that goal is providing measures for public decision-makers to become role models thanks to a certification standard and tool for low emission public buildings. 7 project partners are building/refurbishing EE buildings to showcase it. The LCT demonstration building in Dornbirn/Austria is ready and Vysocina (Lidman), CZ is finishing the works in October. The floor module 3 of the demonstration building in Dornbirn was opened in June and so far 1013 people have visited the exhibition. The LCT-One was awarded among ten best buildings in the Constructive Alps Award 2013 in Bern. In CEC5 partners scrutinized different certification methods and the national status quo as to the EE building practices. On this basis they developed the Transnational Baseline to EE Buildings and conducted 98 interviews in AT,CZ; IT, PL, SI with authorities and decision makers as to their acceptance of common certification. The results will be summarized in a certification feasibility study. The problems of various building assessment systems in Europe were identified before the CEC5 by other EU projects who started an initiative to find a common framework for building assessment. Thanks to CEC5 further works on harmonization could be done and named CESBA - a Common Sustainable Building Assessment. To make CESBA known, partners elaborated training programs and held training courses. Model certifications of buildings with the CESBA methodology are on-going. The City of Udine issued a whitepaper. A tutorial film was made to explain how to get sustainable buildings with the use of CESBA and published on www.cesba.eu. CESBA will be further explained in the CESBA Booklet whose structure, prepared together with the Alpine Space Project CABEE, has been agreed during the project partners’ meeting in Bydgoszcz, PL. During the meeting, Vorarlberg evaluated the Bydgoszcz pre-construction state against the CESBA criteria. Joint Strategy for dissemination of CEC5 and CESBA was made by the Czech Chamber of Architects. Presentations of CEC5 and CESBA were continued at: CE Annual Event in Padua at the MC meeting, Brussels Energy City Conference, the 21st OSCE Energy Forum in Prague, 1 international expert workshop in Trnava, SPRING FAIR For Construction, AGRA and I sustainable Building Conference in Slovenia. A big event is planned for October (SPRINT Workshop / Austria) where CESBA Booklet will be verified by other transnational EE projects.
