Cultures urbaines et citoyenneté en Europe

For many years the town of La Roche-sur-Yon has strong links with the cities of Cáceres (Spain), and Burg (Germany). The connections were notably strengthened since 2012 with the city of Cáceres on the issue of youth policies between the two cities. Meetings with youth, youth workers, municipal services and elected officials have led to build bridges between our cities : regular youth exchanges, reception and sending EVS, participation in artistic and cultural workshops, discussion forums.This approach, we also want to extend it with our German partners, develop and build with them in the same way mobility opportunities for young people of our cities. The participation of our new Serbian partner from Leskovac will also give a plusvalue to our project. Through our exchanges, our experiences, our skills, it seemed obvious that the cultural dimension - and particularly that of " urban cultures " - could be a vector of exchanges between young people from 4 territories since these practices are emerging or even are very developed. Urban cultures practices are both carrying out strong messages, by their presence in the public area and the values they bring : "Peace, unity, love and havin’ fun " (Afrika Bambaataa). The concepts of tolerance, respect for others, self-transcendence are central. They do echo with those we are defending and we want to share as European citizens.This exchange project is based on this fact and on the dynamics of groups of young people between 18 and 30 years (53 youngsters) practicing hip-hop dance, Skate / BMX, Graff, rap / rock music ... Our group of 60 participants with social backgrounds and very different status will be able to exchange during 1 week (from 25/04/2016 to 01/05/2016 ) through the practice of their art in workshops or presentations to some public during awareness sessions with children and citizens of La Roche-sur-Yon. It will be the same with elected people on the theme of " the participation of young people in civic life ." The project has been build since the beginning with the commitment of the young people engaged in this project in each national group. The youngsters have or will developped interconnections according to their practices (dance / dance - graffiti / graffiti -music/music, etc). Thanks to regular preliminary meetings, the creation of a facebook page and the production of audiovisual materials will allow to exchange more easily and to keep memories of this project.Building on this momentum between our cities and urban cultures that strengthen the youth commitment in our territories, we hope to sustain the organized collective exchanges (autonomous youth or associations), but also to allow some of them to strengthen their artistic practices in an amateur or semi- professional approach and consider new opportunities with our European partners. Participating in such European Youth exchange we want to make them conscious they can participate in other European or national programmes : EVS , Civic Service , personal projects ...
