Cross-border cooperation for health tourism of Polish-Ukrainian borderland (IPBU.03.02.00-18-832/12)

The umbrella project Cross-border cooperation for health tourism of Polish-Ukrainian borderland consists of 12 micro-projects, which makes it the largest umbrella project of CBC Programme Poland-Belarus-Ukraine 2007-2013. This partnership has joint the efforts of 10 organizations from Poland and 11 from Ukraine, including 17 NGOs, two local governments in Poland, and two educational institutions. In total, 40 people were involved in the project implementation. The leader of the project was the Association for Development and Promotion of Podkarpackie Region Pro Carpathia (Poland).Recreational tourism became the main theme of the project, its objective being development of the cross-border cooperation concerning health tourism on the area of Polish-Ukrainian border. One of the major things taken into account by the project team while drafting a project was the fact that cross-border regions of Poland and Ukraine have much in common such as the geographical features, history and structure of economy. They are also similar in having very low potential for industrial development, therefore in order to solve the economical problems of the area other strengths such as natural resources and cultural heritage should be exploited. For the latter, it is long-time traditions of the ethnic groups who live in this area: Boyko, Lemko and Hutsul. This was a common cultural tradition, and today it unites the inhabitants of the region who live on both sides of the border - Polish and Ukrainian. This tradition has been attracting the attention of historians, musicians, ethnographers and artists. Another important value of this area is its unique natural resources - spa resorts that are known far beyond the region. On one side of the border, there is the oldest resort in Poland Iwonicz-Zdrój, as well as resorts of Rymanów Zdrój and Polańczyk (all of them in Podkarpackie Voivodeship). On the other side there is Truskavets, which is one of the oldest resorts in Europe, Skhidnytsya, Morshyn, Nemyriv (Lviv oblast), Kvasy (Zakarpattya oblast), Yaremche (Ivano-Frankivsk oblast).The essentially weak point, which hinders the development of tourism in the area are the insufficient tourist facilities, often representing low standard, small diversity of tourist offers, lack of properly implemented system of marketing management in the region, lack of information about the available resources and attractions (or information provided only in the national languages). Based on this analysis, the authors designed project proposal, aimed at enhancement of the regional development by involving different groups of people such as representatives of tourist industry, healthcare institutions, NGOs, schools and local authorities in the activities promoting tourism in the area.Due to the fact that a modern-day tourist or a health resort patient aside from accommodation, catering and treatment of medical, rehabilitative or preventive nature, looks also for natural and cultural tourist attractions, which would make the stay more interesting. A number of activities have been planned to:1. Ccreate complex tools to promote the region, based on health resorts offers (Microproject no. 1).2. Prepare complex information on health resort facilities, available medical, rehabilitation treatments, medical recommendations, but also on available natural attractions, cultural events which are held in the region (Microproject no. 2, 3, 4, 5, 6, 9, 11, 12).3. Promote and popularize of health resort offers (Microproject no. 2, 3, 5, 6).4. Expand the existing tourist offer with additional attractions (Microproject no. 6, 7, 9, 11, 12).5. Improve the standard of tourism services (Microproject no. 4, 8).6. Develop healthy behaviors (Microproject no. 3, 11).7. Include in the processes of promotional tools building, representatives of different social groups: public authorities, health facilities owners, social sector (Microproject no. 1).
