General objective:- to develop and promote cooperation in the near border region between European Union and Russian Federation for local communities safety, especially protecting people and the environment from the results of industrial failures, technical catastrophes and natural disasters.Direct objectives:- to establish Crisis Operation Centre,- involvement of authorities, rescue services and other institutions taking part in the process of prevention, counteracting and limitation of industrial failures, technical catastrophes and natural disasters results on both sides of the border or in the macro region. - creation of a common system covering ecological education, monitoring, natural environment and forests protection, scientific studies, prevention or liquidation of extraordinary threats to natural environment.
