Creation of disaster management system in neighbouring regions of Latvia and Lithuania, Phase II (CBRM II)

Zemgale and Siauliai regions have already implemented the first phase of this project within the framework of the INTERREG III A Programme for the 2006-2008 period. Phase II is based on two main goals achieved during Phase I, which is the development of a Risk Management System Strategy and a Risk Management Information System.Key project achievements include the developing and/or updating of civil defence plans of regional and local municipalities, an improved Risk Management Information System (including the creation of a data base, a geographical information system, a pilot GPS navigation system and intelligent transport management system), and improved risk management infrastructure (including upgraded IT technology, ambulance fleet and transport for emergency operations on water). The project is fostering the creation of effective cross-border co-operation in emergency situations, thus improving the safety of citizens, property and physical assets on both sides of the border. During the project two equipped emergency cars were procured and premises of the Siauliai city emergency medical centre were renovated. For the purpose of warning local inhabitants, alarm sirens were installed. For the use of Siauliai county Fire and Rescue Board the most modern equipment – mobile multi-functional container risk management centre – was bought. State Fire and Rescue Service of Zemgale region have bought customised car for rescue on water. The project results for the city of Jelgava were integrated into one site – Operational Information Centre of Municipality. Its main function is to store the vital civil protection information and deliver it to operational and other rescue management services. Achievements: Within the Project:• The improvement process of Risks Management information system (RMIS) has been made.• The International study tour (experience exchange visit) to Risk management centers has been organized.• The necessary emergency equipment have been provided for Jelgava branch of State Fire and Rescue Service - modernization of telephone exchange, purchase and upgrade of four wheel drive vehicle for emergency operations on water. • The Siauliai city council (Project partner 2) has purchased and equipped tow ambulance cars for Siauliai Emergency Health Care Centre and renovated Siauliai Emergency Health Care Centre (556 m2). • The Siauliai region fire-fighting and rescue council purchased the necessary IT equipment (8 computer work stations) for fire and rescue services in 6 municipalities – Siaualia, Akmene, Janoskis, Pakruojis, Radviliskis, Kelme). • The mobile multipurpose centre of risk-management for Siauliai branch of Lithuanian SFRS have been purchased.• The mobile multifunctional center, 2 ambulances cars and necessary IT equipment delivered in Siauliai.
