Continuing Education of the Turkish Bar: the EU, EU law and its practical implications for the Turkish Legal Service Sector

The project on Continuing Education of the Turkish Bar will provide (trainee) lawyers with knowledge of the EU, EU law and its practical implications for the Legal Services sector in Turkey. As EU related courses are often not available at Law Faculties in Turkey, most of the Turkish lawyers have not received any formal education on the EU and EU law during their university years and/or traineeship. Therefore they are mostly unaware of the implications of EU law on Turkish law, and especially on the provision of services by legal professionals as it is at present and as it would be in case Turkey becomes a Member State of the European Union. The President of the Union of Turkish Bar Association and the other two members of the Project Team have developed this Project with a view to fill up this serious hiatus in the knowledge of Turkish lawyers. The Turkish Regional Bar Associations are not only very crowded (with more than 32.000 lawyers registered in Istanbul), they are also powerful NGOs that play an influential role in the analysis of the Turkish legal system and the institution of changes to Turkish laws through their dialogue with policy makers. This is the second reason behind the need to educate these lawyers in EU law, in order to enable the Bars to fulfill these tasks regarding the harmonization of the Turkish law with the EU acquis. Within the scope of the project, as much of the relevant EU legislation and jurisprudence is only available in the languages of the EU, this legislation and jurisprudence will be translated into Turkish and made available online. Furthermore educational seminars will be organized at ten different regional bars according to their size and geographical spread. Finally, the seminars' educational material and the feedback from the seminars will be used for the preparation of a report to the Ministry of Justice on how to bring the regulation of the Turkish legal services sector in line with the EU acquis.
