Informing the youth is considered a main criterion of assuring their access to the civic and social opportunities, and the involvement of youth is regarded as a priority of youth policies. Youth can be involved using two ways: participation in the life of the community and participation in the representative democracy. The participation of youth in political or trade-union activities is usually low. The project goal is to create a county youth strategy for medium and long term, starting from European and national youth policy, through structured dialogue. In order to apply in the proper form this strategy at the end of the project the county council will approve and support the foundation of a structure - Youth County Council - which can implement and update this strategy. The specific objectives of Youth County Council - through structured dialogue will be: 1. Improve the level of key competences in youth field through promoting structured dialogue between young people and local authorities of Bistrita-Nasaud county 2. Complementing youth policy reform at local level, as well as the recognition of non-formal learning 3. Innovating European youth strategy by increasing participation on structured dialogue, which will contribute to the development of civic education and youth. The group target will include 50 participants aged between 18 and 25 years old, with some experience in making the decision, entrepreneurial spirit and even practicing it, in formal or non formal activities. Using structured dialogue, participants will propose the members that will lead the youth county council, and also the members. After the proposal will be done the participants will vote the team that will make part of this youth county council. The county council will be informed about the election process and after the elections, they will support the foundation of Youth County Council. The Youth County Council will have mandate for 3 years, and after 3 years other members will be proposed and voted. Activities that will be done through the project regard recruitment interviews, training courses for structure dialogue, meetings for drafting the youth county strategy, intermediate public conference, meetings for setting Youth County Council, final conference for public launch of the strategy and Youth County Council. The methods used during the project in order to accomplish the objectives of this project are formals ones but non formal also, here are some examples: brainstorming, cafe world, informal conference. The fact that young people draft this strategy will increase awareness of young people and those responsible for youth policies will find through this strategy legal support for social, economic, cultural and political, problems that youngsters have. At the community level, tangible impact is mainly at the level of the target groups in support of local authorities who are involved. Public actions undertaken at local and regional level will be in accordance with national and european youth policies. Youth will feel valuable through democracy participation and involving young people in the social dialogue. For long term Youth County Council will have the responsibility to improve this strategy after previously debates - through structured dialogue - with the youth people around county. Youth County Council will present the youth county strategy at local events that regard youth field. Youth people from Bistrita-Nasaud County will feel that their rights are respected and they have a regional authority that represents their opinions and forward their projects at national and european level.
