Combining energy services with subsidy schemes to finance energy efficiency in Central Europe (CombinES)

Implementing energy efficiency measures in the central European regions often falls under the financial responsibility of public bodies. Nevertheless private actors can be actively involved through so-called Energy Performance Contracting.The project CombinES connects seven partners representing public equivalent bodies and private institutions from the energy efficiency sector who will look for solutions on how to combine energy performance contracting with subsidy programmes. As this contracting model is usually suitable for financing the energy efficiency measures with short or medium paybacks, additional financing from subsidy programmes is needed to implement energy efficiency measures with longer paybacks. The promotion and use of the method and their combination is expected to significantly increase the number of public-private energy efficiency projects. Achievements: The CENTRAL EUROPE project CombinES and its partners focus on improvement of energy efficiency. Although there is the technology and desire to increase energy efficiency, most improvements require financing. Regions can pay for efficiency by applying instruments like Energy Performance Contracting – where the contractor gives a financial guarantee of energy savings from a project. CombinES encourages transnational cooperation and policy changes to support such investments in energy efficiency. CombinES offers solutions for broader utilisation of combined financing, which brings together public and private actors to find ways to fund energy-efficient construction and renovation in public buildings. The project addresses various target groups: public and private energy users, private investors, including energy service companies (ESCOs), policy and decision makers, and utilities. The project began with an evaluation that investigated existing rules for providing public support for energy savings in individual countries, as well as future options for realisation of savings. The research included an analysis of the market potential for Energy Performance Contracting (EPC) and transnational review on the existing subsidy schemes and subsidised EPC projects. The results from the research and studies were in depth discussed at workshops in the Czech Republic, Germany, Italy, Slovakia and Slovenia. Using the previous mentioned results and sharing the experience not only at workshops but also during consultations and face to face meetings, the partners then prepared a proposal for appropriate rules and recommendations to provide targeted financial support for energy efficiency. The proposal considers also operational programmes for the new programming period with special emphasis on national funds. The proposal is to be shaped into final common recommendation of amendments to subsidy programmes and then used for preparation of a new financing model with its possible modifications to suit individual national frameworks. The project has been also promoted on the project website on the address www.combines-ce.eu where not only English version but also all six national subsites (Czech, German, Italian, Slovenian, Slovakian, and Polish) are available.
