CIVILPROFNAVY - Re-Training and Re-Integration of Officers of the Navy and the Deep Sea Fishing Fleet Transferred to Reserve or Laid Off

The CIVILPROFNAVY project aims to re-integrate commissioned and non-commissioned ex-navel officers and redundant officers of the deep-sea fishing industry into the modern employment market of international commercial shipping.An initial analysis will be undergone to ascertain both the quantity and quality of the target group, this will comment not only on number but also on the level of basic education and on the training history of individual seamen. Findings will form the basis of a report to be published on CD-Rom which will then act as a model and benchmark for the employment and re-deployment of this group.A common entry qualification standard will then be established for minimum entry and a PC-based, English language screening test undergone (EN is the official and mandatory communication language of the shipping sector). Where language skills do not meet the required standard, additional materials will be developed to support ongoing language learning.A range of theoretical and training modules will then be developed to support the re-training of those wishing to enter the industry, with the training goal being the entry level set by the Standard for Training, Certification & Watchkeeping for Seafarers (STCW '95). Further, practical on-board training will also be scheduled, supported by the introduction of a Personal Training Record Book for use by individual practical-training participants.The partnership will pilot all of the above activity with a select group from the target sector and will use the findings to influence and amend the end product. All materials developed within the project will be output in CD-Rom format (EN) with final materials then being submitted for approval to the relevant national awarding bodies for potential validation and incorporation into existing entry standards/qualifications.Dissemination of the achievements and project outcomes will be through a dedicated project website, through existing partner networks and through a final planned press conference and press releases in LV, EN & DE.
