The chemical industry in Central and Eastern Europe is mostly based on Russian raw materials. The use of roads and railways, the development of pipeline systems for the connection between the location of raw material and production in this context play an important role . Furthermore the important chemical locations in Poland, the Czech Republic, Slovakia, Austria, and Hungary are lacking a direct access to sea harbours, which provides them with competitive disadvantages due to higher costs which arise, compared to chemical locations with excellent access to sea harbours and connected waterways in Western Europe. Furthermore, disadvantages which can be detected are the disproportionate use of road transport and resulting lower use of low cost railways. In many regions, especially in Eastern Europe, road traffic has reached its capacity limit. Further deficits are a barrier to the development of the chemical clusters: Capacities and the expansion of transport infrastructure are not sufficiently oriented towards the needs. There is a lack of harmonisation of technical, administrative and social regulations and laws in Europe. A joint transnational strategy is therefore necessary to overcome these problems. The project will strengthen the territorial cohesion in Central Europe by developing a Central and Eastern European Chemical Logistics Network which will improve the framework conditions for economic growth and regional development. A modern and safe infrastructure is also the precondition for new investments, creation of employment and increased productivity. Especially in regions lagging behind, improved infrastructure will give further impulses for growth and convergence and improve the quality of life. Even more a better connection between the chemical locations is a precondition for the sustainable development of the industry in the long-run, especially taking into account the increased competition from Asia and the Far East. Achievements: The CENTRAL EUROPE project ChemLog has been working from 2009 to 2012 to improve chemical logistics in Central and Eastern Europe. Partners from public administrations, chemical industry associations and research institutions have cooperated to identify major problems and bottlenecks and develop recommendations for improvement of infrastructure and logistic related measures in order to strengthen the competitiveness of the chemical industry in Europe. The project has started in the 1st year with an SWOT-analysis for chemical logistics in Central and Eastern Europe. On this basis a number of bottlenecks have been identified and general recommendations for the improvement of framework conditions have been developed. The following best practice study has identified several successful solutions for chemical logistics in the partner regions, which have been used to initiate a mutual learning process. The second year of project implementation was focused on the implementation of eight feasibility studies for the concrete improvement of transport of chemical goods alongside important transnational transport corridors looking at intermodal transport, waterway transport and pipelines. On the basis of the results from the feasibility studies the project partners have developed the ChemLog Strategy and Action Plan. The SAP includes regional specified strategic objectives and a description of concrete measures for the improvement of chemical logistics. Furthermore information about the involved stakeholders, time planning and financial resources are provided. The project has organized four Policy Advisory Group Meetings in Brussels and in Moscow to discuss project recommendations with policy makers from the European Commission and other relevant policy makers. The partners have also founded European Network on Chemical Logistics in Central and Eastern Europe under the umbrella of the European Chemical Regions Network. This network should ensure the continuation of transnational cooperation and the representation of interest at European level. The project has established a deeper cooperation with regional stakeholders from chemical companies, logistic service providers and research organizations in the framework of the Regional Stakeholder Meetings to integrate regional expertise and interest into the project. Altogether 63 Meetings have been organized with 1511 Participants. The project has intensively communicated project results in four large Dissemination conferences with 461 participants. The project website www.chemlog.info has received high interest with 435.000 visits in four years. Furthermore the ChemLog project was very successful in achieving high media coverage. Altogether 205 articles have been written about the project with an estimated outreach of 3.5 Mio people. The dissemination activities were supported by the publication of seven newsletters, flyers, a video and several studies.
