Background
The range and size of Vienna is unique in Austria, and so are the challenges for finding new educational offers and attracting new target groups.
We have to look for European examples and institutions to find comparable settings, and – most important – to find innovative offers and methods. Therefore, we are planning study visits in Berlin, Dublin, Marburg and Hannover.
This application is the result of a multi-level internal application process controlled by the project department of VHS Wien.
Project Objectives
• The Head of Personnel Management has the latest knowledge about change processes
• Knowledge transfer of successful and innovative approaches to transition management from imprisonment to freedom from Germany to Austria
• The study visit in Dublin brings five new educational impulses for VHS Wien
Number and profile of TN
Mag. Andreas Paula, Head of Human Resources Departement of VHS Wien since 2007
Mag Martina Schneider (head of the project Youth Coaching) selected in consultation with the Head of the projects departement from those who are in a position to compare external knowledge and expertise with the situation in Vienna and are able to identify innovative approaches to implement in Vienna.
Dr. Robert Streibel, Director of the VHS Hietzing is, for many years engaged in European cooperation projects.
Description of activities
The "School of facilitating" in Berlin specializes in the education and training of managers in human resource management; Mag. Paula will learn the tools for successful change management and will – after course graduation – continue the work of realignment of VHS Wien ("Facilitator").
Mag Mag Martina Schneider and Julia Platzer will visit Violence Prevention Network in Berlin. Zarbl Walter and Christine Rudolf will study the Hessian Education Association NINJA - network integration in Marburg. Mag Mag Judith Baumgartner and Nicole Ischepp will visit the Berufsfortbildungswerk the DGB GmbH (bfw) in Hanover. ("Innovative Projects in working with young offenders")
Robert Streibel prepared study visits to Portobello Institute, the James Joyce Centre and the National Adult Literacy Agency ("Education in Dublin").
Project implementation
Participants of the learning mobilities are responsible for the organization of all travel and accommodation, supported by the projects department.
This department of VHS Vienna organizes a workshop for all selected employees, focussing on all the aspects of preparation, monitoring, evaluation of the learning mobility.
Basis of the cooperation with the partners is a profound learning agreement including
- Description of existing skills
- Fixing of learning objectives and project results
- joint evaluation of host institution and learner
- detailed VHS internal evaluation of the learning mobilities
Expected results and impacts
The completed training as a facilitator will enable Mag. Paula to an up-to-date management of human resources of VHS Wien in the framework of an educational landscape constantly changing ("Facilitator").
The objective of the project Youth Coaching is to learn new methods and materials in three German institutions, evaluate these methods in detail and introduce the newly acquired knowledge in VHS Youth Coaching - after approval of the project report by the management ("Innovative Projects in working with young offenders").
The impulses from Dublin will be adapted to the conditions in Vienna with the aim to introduce 5 new courses / workshops / educational activities in the regular working program of VHS Hietzing ("Education in Dublin").
Long-term benefits
The application of the new findings after graduation of the training course in Berlin in the daily work of personnel management of VHS Wien ("Facilitator").
For the purposes of the nationwide planned measures "Ausbildungspflicht bis 18 Jahre" the youth coaching has the possibility to make visible requirements in the transition management and thus contribute to the "Wiener Ausbildungsgarantie" ("Innovative Projects in working with young offenders").
The study visit to Dublin will help to expand the program and maintenance of the built up European flair over the last 12 years of VHS Wien, here the VHS Hietzing.
Ideas and questions for further mobilities - and their Viennese Background are: In what form the Campus idea is widespread in Europe? What infrastructure "education" is provided by the public sector in emerging areas? What significance lies in cultural and artistic education compared with economically exploitable education?
Answers to these questions will include the project and evaluation report. ("Education in Dublin").
