The project "challenge tourism” faced a change in structure and target group, related to a change in the project's circumstances. Originally, the BFI Upper Austria managed the project in cooperation with vocational Schools from Upper Austria and Sweden, yet during the implementation process, certain challenges - especially with regard to the two week duration of mobilities -occurred. However, by adding a new partner to the project after an initiative of the national agency, difficulties could be solved and eventually mobilities could be implemented.
In the next section, the evolution of the Project (original idea and actual implementation) will be presented:
The original target group consisted of apprentices in the tourism sector, since in Austria this group has a need for additional mobilites, as well as a need for improving language-, professional- and intercultural skills. Therefore, the main objective was to increase the employability and mobility of apprentices by offering them chances to acquire such additional skills and competences. The activities envisaged included the implementation of 2-week placement programs in Sweden to meet the objectives as described above by cooperating with Swedish and Austrian vocational Schools. Originally, the following results and impacts were expected: higher qualification of apprentices, (formal and informal) recognition of further education and training, increase in employability, positive influence on the personality development and mobility readiness of the target group.
Difficulties in original implementation:
Despite intensive coordination between the partners, the 2 week duration for the placement programs proved to be a challenge and it became obvious that a two week mobility program is not going to be manageable under the current circumstances. The intensive schedule at the vocational school in Austria compared with the difficulty of sending apprentices abroad while not being in school (e.g. during holidays or while working) represented the main reasons for this challenge.
New project structure:
Due to the difficulties mentioned above, a redirection of the program was implemented through coordination between the BFI Upper Austria and the national agency. Therefore, a new partner – IFA – joined the project.
The new target group consisted of teachers of vocational schools in Vienna who went on a one week exchange program in Northern Ireland by cooperating with a Northern Irish partner – Intern Europe. This organization has already been implementing exchange programs for apprentices as well as teachers and experts for a longer period in cooperation with IFA, thus the new mobilities could be quickly organized.
The main objective was to provide an overview of the Northern Irish VET system for the Austrian teachers by especially focusing on students with learning difficulties. Company and school visits in Northern Ireland provided for an exchange of information and good practices, as well as a comparison of strategies and experiences with regard to that group between another EU country and Austria. In total, 19 teachers from vocational Schools in Vienna participated in the project.
