Certificate of Entrepreneurship Competencies

One of the major success factors for Very Small Enterprises (VSE’s) is skills and capabilities of the entrepreneur in terms of efficient response to the requirements of the modern financial environment. In this competitive environment, many VSE’s lack the ability to adapt, as both employers and employees lack the appropriate knowledge and skills to implement an efficient management. This adaptation inability leads to a reduction of their competitiveness and to the suspension of operation of many VSE’s and results to the continuous decrease of their number. The result is the loss of job positions, the marginalisation and the exclusion from the labour market, especially for women and other vulnerable groups. The scope of EU-CEC is the development of a common European certification system for the VSE’s staff aiming in the certification of entrepreneurship skills with the aid of ICT, especially of women, people with special needs and those active in mountainous and remote areas. The objectives are: 1) Establish European standards about entrepreneurship needed to practise employees, employers, and self-employed in V.S.E.’s, 2) Facilitate the comparison of the competencies beyond national frontiers, and therefore contribute to the geographic mobility of employees, employers and self-employed, 3) Support the transparency of recognition of entrepreneurship, including those acquired through non-formal and informal learning, 4) Support the development of innovative ICT-based services, pedagogies and practice for life long learning. 5) Contribute to the development of Entrepreneurship through the update of competencies and exchange of experiences.With regard to the partnership, it has been designed so it is well balanced, both geographically and in terms of partners’ competencies and contribution to the project. Partners’ capabilities, experience and networking activities will ensure a successful development of the project, as well as enough visibility to its results and establish future exploitation towards its long term feasibility.The expected outcomes of the project are 1) The description of entrepreneurship skills and qualifications in terms of learning outcomes, 2) Mapping entrepreneurship competencies as a horizontal professional function onto the eight EQF reference levels of various professional frameworks. 3) Design of entrepreneurship competencies in transferable units of learning outcomes with allocation of credit points. 4) Design and pilot testing of a web-based certification system of entrepreneurship learning outcomes achieved in formal, informal and non formal context.The envisaged impact of the proposed project is to promote a wider application on certification - recognition systems for typical and non- typical entrepreneurship skills and competencies needed to those involved in V.S.E.’s operations and also to adopt entrepreneurship as a horizontal module in every professional framework related to the operation of V.S.E.’s.
