BUILDING FUTURES (BUFU)

Building Futures will help unemployed residents to access employment, training, work experience and traineeship opportunities linked to development sites and publicly owned housing stock building and maintenance programmes. BUFU will provide clear access routes into employment and create new legislation for Dunkirk and Brighton and Hove that will encourage construction firms to recruit and train local residents in construction, support unemployed residents’ into skills training and employment, and share knowledge and experiences of supporting citizens back into employment.This support structure will be developed jointly, and will produce a model of delivery, an engagement strategy for elected members and senior officials, regular meetings for cultural monitoring of activities and an ongoing evaluation of quality. Expected Results: What are the key results of the project?Activity 1- Establishment & adoption of an enforceable joint labour clause- Establishment & adoption of ICT & monitoring systems- Creation of a jointly agreed skills training & employment strategy- Detailed courses schedule to local construction companies in B&H- Detailed programme of construction training delivery courses in both regions.Activity 2- 370 supported residents- 240 residents assisted through Information Advice & Guidance (IAG)- 120 residents achieving accredited training- 50 residents gaining Construction Skills Certification Scheme (CSCS) cards- Development of joint construction industry awareness sessions, training, support & practice guide.- Newsletters on partner websitesActivity 3- 50 work placements offered to upskilled residents- 140 job outputs- 70 full time contracts of min 6 months or long term contracts- 180 temporary jobs of less than 6 months- New method of negotiation with companies- Video production with beneficiaries' case studiesAre all partners and territories benefitting from the results?Targets groups and beneficiaries:These are the residents aged 16 – 19, aged 19 + with special needs and aged 19+ lacking a full National Vocational Qualification (NVQ) at Level 2, lone parents, residents with mental or physical disabilities, ethnic or sexual minorities. In addition, the partners, the training providers, local construction companies and residents facing disadvantage and socially exclusion from the labour market. Further beneficiaries are developers taking forward construction work on key sites.Benefits for territory:Opportunities for residents facing disadvantage and socially exclusion from the labour market. The project supports people still facing discrimination in trying to access jobs. Each participant is offered 1:1 support to access existing learning/employment services provision (1:1 support = initial assessment to ascertain numeracy & literacy levels, interests/expectations & career aspirations & support to draw up a personal action plan) & reviews to check if on track with their action plan. Further targets are developers taking forward construction work on key sites. Small local business will benefit from advice and training sessions that will help them becoming sub-contractors in local developmentsWhat are the effects / outcomes for the territories involved?The effects include upskilling & better job prospects of residents, an increase in the number of people employed in construction through Planning legislation used in both countries, influencing the attitude of companies towards unemployed people following the impact of the current economic crisis, recognising the benefits of support organisations & professional training to improve the residents’ economic status, an increase in employment & training opportunities for local people & economic well being for their families. The involvement of residents in regeneration projects may increase residents’ motivation in the care of homes & their local environment.Entering employment even for a short period benefits the individual & their families in their respective territories , the ability to purchase bespoke training through funding provision, a better understanding of European processes & exchange of knowledge and raising the profile & the project’s model beyond the project’s area
