One of the priorities highlighted by the experts in the field of youth policy is to increase the participation of young people from rural communities in participatory budget management. EU institutions and organizations locally, support initiatives reinforcing activation of young people to act for the common good which in turn contributes to the development of a high level of social capital. Strategy for the development of social capital in 2020, approved by the Government in 2012, focuses on improving the conditions of social participation and change institutional mechanisms allow the participation of citizens in co-deciding on the direction of the State in all spheres of life. The project is part of the assumptions described above, however, the strategy emphasizes the development of potential future beneficiaries in the case of young leaders, underlying the development of social capital in local communities. The main objective is the distribution of activities among the youth of rural communities the necessary knowledge and tools for the efficient and effective enforcement of financial resources within the framework of participatory budgeting. The project participants will be young people aged 17-25 years living in the south-eastern regions where the Polish Foundation carries out a number of projects relating to the development of civil society, because it is they who have come forward with a request to the foundation of professional support in the preparation of training to assist young people in communication with local authorities. Training cycle of the project will consist of III modules designed so that young participants received knowledge of both practical and theoretical imparted by experts in an accessible way using non-formal education methods. Moving from the general or the general concept of participatory budgeting, its structure and ways to raise attention to detail that is on deciding what specific support is expected from the local youth. I Module "participatory budget for everyone" II Module "participatory budget in the field of sport" Module III "The Art of persuasion" - workshops on communication and negotiation Both policy makers and experts in the field of sports and communications supported the originators of the project in preparation substantive content of the modules to the application, assuming that training is addressed to young people and require a well-planned workshops with elements outside formal education. Therefore, the lesson plans have been prepared jointly by the staff of the Foundation of experts and decision-makers
