In fact, the role of Information and Communication Technologies (ICT) is continuously growing up in different spheres of the economic and social life. Both EU and Russia are paying strong attention to ICT development. One of the priorities of Russia is to introduce the large number of governmental services in electronic form. Good example is Federal Law 94, which regulates public procurement system, requiring the usage of ICT tools for dissemination the information, as well as electonic auctions, etc. Meanwhile, still most of governmental services are provided in traditional way. From European side, experience of Estonia and Latvia is clear demonstrating the advantages of eGovernance for the economy of these countries as well as huge satisfaction of the citizens from easy access services. The Project will be mainly focusing on setting up the efficient cooperation between professional bodies in order to transfer the experience on ICT tools for eGovernance services. The Project Overall Objective is to fostering the economic development in cooperating regions by better communication between the business and government by using modern ICT technologies. The Project specific objective is to set up the effective network of Demo Centres in cooperating regions in order to increase the usage of modern ICT technologies by governments of cooperating regions to serve businesses and citizens locally and in cross-border areas. The following concrete results will be reached: 1. Governmental bodies have clear understanding of the demand for their services in cross-border areas; 2. Governmental bodies are obtaining the tool for utilizing modern ICT solutions; 3. Number of governmental electronic services are developed and piloted. The Project team is formed from high professional group of companies operating in cooperation regions. Target groups are: 1) local authorities; 2) professional ICT companies and organisations; 3) associations and unions of entrepreneurs. The final beneficiaries are: 1) citizens of cooperating regions and other territories; 2) SMEs and larger companies and organisations; 3) local authorities of cooperating regions and other territories. Accounting that cooperation between EU and Russia is rapidly growing up, especially with Baltic countries, the Project will bring for final beneficiaries the new possibilities on obtaining the services electronically not only locally but in neighbouring countries in future. The companies and organisations are able to participate in public procurement in neighbouring countries already now, but more services shall be developed in the future. To reach above mentioned advantages, target groups shall cooperate in order to decrease the gap in design and development on most possible early stage. The ICT network will provide the necessary conditions for that. Achievements: Outputs* 19 e-services were elaborated by partners Demo Centres; 145 e-solutions are exhibited in partners Demo Centres; *1 Demo Centre in North Estonia improved and 3 new Demo Centres in St. Petersburg, Riga and South Estonia opened and equipped with the most up-to-date computer and demonstration equipment; *Network of 4 ICT Democentres in Tallinn, Tartu, Riga and St. Petersburg established for e-services presentation; *3 310 delegations and 5 432 visitors from 115 countries visited partners Demo Centres, 37 seminars and trainings were performed, 3 promo videos produced; 5 IT conferences arranged by partners, 3 310 delegations from 115 countries received by partner Demo Centres, 15 open-door events, 37 media-breakfasts, 7 press-conferences; 3 promo videos produced, 1 radio interview performed; 90 B2B meetings arranged by project partners in Demo Centres facilities; *Within the project 19 e-services of different kind for both e-governmental and e-business sectors for further demonstration and promotion through the partner Demo Centres were developed and tested; *Participation in 5 international ICT exhibitions in Riga, Tallinn, Tartu and St. Petersburg, with the biggest joint exposition at the VII St. Petersburg International Innoforum on October 1 – 3, 2014; *World experience of Demo Centres was studied within a benchmarking survey to provide proper operation models for the established DCs Results*Increase of the usage of modern ICT by governments of cooperating regions to serve business, educational institutions, public organizations and citizens locally and in crossborder areas; *The most modern ICT approaches demonstrated at Demo Centres presentations and trainings to governmental, public, business sectors to improve their capacities; *Project partners strengthened their IT platforms for wider promotion of e-services developed and presented in the DCs: http://spbdemo.ru/ (St. Petersburg DС), https://e-estonia.com/meet-theindustry/livinglab(Tallinn DC), http://www.teaduspark.ee/en/TSP (Tartu DC), http://www.rigaitdemocentre.com/en/it-portfolio (Riga DC); *Governmental bodies have clear understanding of the demand for their services in crossborder areas; *The tool for utilizing modern ICT solutions is obtained by governmental bodies and governmental electronic services are developed and piloted; *Network partners established good connections with other Demo Сentres and ICT clusters in different countries inside and outside EU. Project partners got hold the latest concepts in the sector and transferred them into national background, like DEMOLA in Latvia and Living Lab in Estonia; *Joint feasibility study for the established Demo Сentres network developed
