Baltic Gateway PLUS: Implementation plan for realizing the Baltic Gateway Quick Start Programme (Baltic Gateway+)

Baltic Gateway PLUS aimed at joint actions to implement and finance prioritised transport projects in the South Baltic Sea area. Focus was on infrastructure investments in the hinterland connections, as well as on implementation of intermodal services. The project involved 30 partners from six countries and had an overall budget of approximately 1 MEUR. It was implemented in the period 2006-2007.Baltic Gateway PLUS was a follow up of the Baltic Gateway project. Within Baltic Gateway, regional political leaders committed themselves to future cooperation in promoting investments along trans-national corridors across borders and water barriers in South Baltic Sea area. The project resulted in a concrete programme where the most prioritised transport projects for the South Baltic Sea area was pointed out.The combination of emerging and risky markets and hard competition for investment resources in the public sector is a major challenge. Thus, the Baltic Gateway PLUS-project had a threefold approach - improved knowledge of alternative ways to fund and implement infrastructure investments (WP2), better understanding of prerequisites for implementation of intermodal transport services (WP3), and joint political dialogue and communication activities (WP1). Achievements: Experts’ studies were combined with studies of concrete cases. Workshops and conferences allowed exchange of experience and conclusions on feasible strategies for the SBSa specifically. The result was a Joint Implementation Plan; The Baltic Gateway PLUS ‘Action Plan for implementing the Start Programme’ including a Joint Action Programme and a Communication Strategy based on Commitments signed by the political leaders.The project strongly supported European projects such as the TEN-T call for Motorways of the Sea (MoS) applications within the Baltic Sea area. This resulted in submission of four pre-qualified applications for MoS funding within the Baltic Gateway partnership area.
