Awareness-raising on Quality and Institutional Commitment in Early Childhood Education and Teaching

Starting from the ET 2020, the Q4ECEC project will take in particular into account Early Childhood Education and Care (ECEC) policies. A lot of studies and researches demonstrate that neglecting such aspect of education can provoke several consequences in children growth and then in adulthood.The idea of the project is also linked to the recurrent Italian delay in using some of the EU funds, which has as consequences missing opportunities at economical and social levels. In this regard Italy, in agreement with EC, has started since 2011 a process of improving the use of EU funds through the PAC–Action Plan for Cohesion.Among its activities, PAC is implementing a national programme on 'Early Childhood and not-indipendent Elderly Services', financed with 400 millions euro. In order to avoid the recurrent problem of not using or partially using the EU funds reallocated now through the PAC national programme focused on ECEC, the Q4ECEC project intends to promote an awareness-raising campaign which will take into account both the ET2020 and in particular the ECEC services, along with their possible implementation through the EU funds. The activities will take place in the Italian southern 'Convergence Regions': Calabria, Puglia, Campania and Sicily. The project is targeted at: regional/local policy- and decision-makers that should develop awareness on the importance of ECEC policies, the EU funds and their important use; ECEC operators and stakeholders (teachers, trainers, headmasters, pedagogical researchers etc..), which should become more aware about quality standards in ECEC services and then should improve their professionalism and competences. Impacts foreseen in short terms are related to a better and accelerate use of EU funds for ECEC services. Their enlargement in a medium-long terms will increase the employability of young teachers/trainers along with supporting parents (especially women) in being integrated or re-integrated in the labour market.
