The " Active and young people in rural communities " is aimed at young people inhabit rural municipalities . The project is a nationwide and its main purpose is to activate the rural youth for responsible participation in public life , in the life of local communities. We plan to participate in the project take 44 young people from 44 rural communities . The " Active and young people in rural communities " in principle, will consist of three stages. Phase I will be devoted to the promotion of the project among potential participants as well as their recruitment . At this stage we are planning to get the information about the project , to at least 300 rural districts and through them to local young leaders and high schools . Along with information about the project to potential participants will be sent the questionnaire, on the basis of which the Project Program Council will make the selection of participants. In the second stage of the project 44 participants will take part in three modular training workshops to prepare them for the role of local leaders , meetings will be held with policy makers at regional and international levels. The final stage of the project will be the creation of the Youth Network of Local Action Groups as a platform for the exchange of good practice, information and ideas to support local communities. Youth Network of Local Action Groups will serve well as promotion of best youth activation programs through a web portal . The main problem that we encounter in rural areas is primarily the lack of informed involvement of young people in public life . The young people of the village do not see the need to get involved in the local community. Low activity need not only arise from a reluctance to get involved , but the inability to settle the commitment of the institution. Therefore PFRPiE through a series of educational activities wants to create a space to take the young inhabitants of the village action to participate in local and regional life . In the village lived a large part of young people who have leadership potential but lacks the explicit purpose of knowledge is often due to poor offer informal education in rural areas or access to the Internet as a primary source of information. Lack of knowledge about its own strengths and weaknesses, in order to fully exploit its potential leader. Many young people do not have awareness of the rights of the citizen, under the legislation of the European Union . Lack of knowledge about the functioning of the institutions that make up the public space for young people such as local government, deepens the alienation of citizens , while relegating to the margins of public life. Note, however, that in the end the success of grassroots initiatives depends on the participation of all stakeholders : youth - with her commitment and ambition to change the surrounding reality , youth organizations and the social partners - enabling institutional support ; and finally the authorities at local and regional - which provides support for the most of the " civil capacities ." In light of the above considerations regarding informed civic participation should continue to pay special attention causing an increase in participation at the local level , within the framework of representative democracy , and to provide greater support any action the information about how youth participation . Access to information , quality of information and participation of young people in the preparation and dissemination of information is necessary competence factors affecting young people and their participation in social life. Therefore, the project " Active and young people in rural communities " is a kind of platform for the exchange of information, communication and cooperation of young and representatives of local government. The main objective of the project is to activate the end of 2014 , 44 young people for participation in the life of local communities in accordance with the preamble portion of the Revised European Charter on the Participation of Young People in Local and Regional Life ( hereinafter referred to as the European Charter ... ) " the active participation of young people in decisions and projects on regional and local level is essential if we are to build a more democratic , more cohesive and more prosperous . " The main objective of the project is to identified needs and problems of rural youth , is in line with numerous documents of the European Union , as well as for the development of national public space for young people. Prepared educational program young leaders will be implemented in the form of training workshops in Zakopane. Moreover, the debate regarding participatory budgeting will be held in the local environments of young participants from the provinces : mazowieckie, podkarpackie, małopolskie and swietokrzyskie .
