Advancing University Education in Biomedical Engineering and Health Management in Kyrgyzstan

The project idea is based on the observation that the state of the healthcare system in Kyrgyzstan is suboptimal and education regarding the operation of advanced medical equipment (such as diagnostic devices) is poor. Even the Kyrgyz Ministry of Healthcare admits that expensive medical equipment located at public hospitals cannot be operated because personnel (medical doctors and technical staff) lack the required knowledge of operating (to western standards well-established) medical devices. An important objective of the project therefore is to sustainably facilitate the stakeholders for ongoing device usage, beyond the device acquisition. This should be accomplished by developing study programmes (curricula) for healthcare informatics and biomedical engineering which shall be established at the participating Kyrgyz partner universities.One of the project's main objectives is therefore to install a healthcare training lab. Since the budget for the healthcare sector in Kyrgyzstan is limited the appropriate equipment which will be provided via a sharing model which will allow all partner universities to use the healthcare training lab for educating staff and students. This will be further facilitated by distance learning and tele-medicine approaches. A sound concept for future use and advancements will be developed. Elaborating a solid trade-off between regional enablement and centralized focus is crucial for the project success and future developments. Therefore, the long-term capability to integrate medical devices in the Healthcare System and life-long learning assures the sustainable exploitation of the hardware investments.The intended project aims to gather knowledge about the real conditions and future perspective of the healthcare sector in Central Asia. It comprises the aspect of the ability to distribute the educational process, given the scarce resource of equipment and teachers and also the aspect of the applicability of complex medical devices.
