AMICA is looking at ways to address climate change at local and regional level. The project seeks to increase the effectiveness of climate policy and strike a balance between precautionary and responsive measures to deal with both the causes and the short and long-term consequences of this global phenomenon. Achievements: Achievements so far Climate change is already affecting regions in Europe and even the most stringent mitigation efforts cannot avoid future impacts, therefore adaptation measures are a must. However, without mitigation the climate change impacts will probably reach a magnitude that some natural systems can not adapt to, while for most human systems it would determine very high social and economic costs. Hence the European Climate Change Programme (ECCP) recognises the value of win-win strategies that address climate change impacts and contribute to mitigation objectives as well. Based on this perspective, the Climate Alliance has worked – together with its partners – during the last two and a half years on the AMICA project (Adaptation and Mitigation: an Integrated Climate Policy Approach). Policies and measures both suitable to reduce greenhouse gas emissions and to adapt to the impacts of climate change were reviewed. Thus prepared the ground for integrated local climate policies. The fields of construction (Lead Partner Dresden), energy (Lead partner Upper Austria) and land use planning (Lead Partner GranLyon) were identified as areas of main potential for the integration of adaptation and mitigation. Local and regional partners exchanged their experiences in 4 working group meetings and they analysed integrated measures in these areas (2007). In addition to booklets with illustrative examples (in English, Italian and German), an online tool demonstrating the measures is available. AMICA’s work has attracted widespread public interest. AMICA was memntioned as a positive example in the IPCC Report. Events at which the results have been presented including a workshop at the Congress of Local and Regional Authorities on adaptation to climate (Strasbourg, September 2007) and the Consultation Workshops of the European Commission in Helsinki and Lisbon. The closing conferences were held in Nov. 2007 in Venice and Linz. AMICA contributed to the climate adaptation and mitigation policies in the partner regions and municipalities like the local climate protection program of Dresden, the climate protection plan of Greater Lyon, the Upper Austrian Climate Plan, the Lord Mayors climate- and energy policy paper for Stuttgart and the environmental plan of the Province Ferrara. On the basis of AMICA’s findings recommendations to the Green Paper on Adaptation of the EU were drawn up and sent to MEPs. These recommendations include a call for climate change mitigation to be taken into account whenever adaptation measures are considered. Climate Alliance has also commented on the Commission’s 28 'key questions' (2007). A follow-up project for 2008 AMICA+ has been submitted.
