A new job opportunity for unemployed youth project aims to develop a new transparency of vocational qualifications to meet the training and the methods of the EU and also the usual tests, assessment and certification methodology in preparation for Europe to create jobs for unemployed youth . A major problem of vocational education in many countries including Turkey, the gap between the labor market and education. VET delivery requires not only relevant in the labor market. ICT is one of the biggest problems in this regard. In most countries, including Turkey, the qualification of data security is not recognized as an employee non-qualified academic career. There are engineers who work in this area as a qualified workforce. Because they are overqualified, their salary is too high and not affordable to the SME content. SMEs are an important target group for this project. Through the use of ICT products, SMEs can optimize the quality of their activities such as marketing of goods and services, improving information and knowledge management, reduction of transaction costs and improve communication and quality of external services.
