Utifrån erfarenheter från pågående UniNetprojekt ska man utveckla en ny typ av infrastruktur som ger smidigare möjligheter till kommunikation mellan länderna, en sk. Kvarken Community. Infrastrukturen används i första hand mellan olika högskoleenheter och organisationer i Kvarkenregionen men under kommande strukturfondsperioden även av samarbetspartners i kommuner och näringsliv.
