Portugal finished the referencing process of the NQF to the EQF in 2011, and it is considered that the Portuguese NQF reached an early operational stage of development (most national qualifications indicate the corresponding NQF qualification level; the databases are organized considering the NQF structure; the access to financial support takes the NQF into consideration; stakeholders are involved in the NQF implementation).The application to this joint restricted call (EACEA 36/2015) has several objectives:- Complementing the work initiated in 2014 related with the creation of methodologies that support the use oflearning outcomes for non-higher qualifications;- Disseminating the information and the work done by Portugal related to the learning outcomes approach fordefining and describing qualifications and qualifications levels;- Improving the work already done and sharing experiences with other specialists about the learning outcomes approach;- Making a reflection about the impact that the learning outcomes approach brings in terms of quality assurance;- Disseminating information about EQF and several other European tools;- Promoting the participation of a wide range of stakeholders in the discussions and new developments related to the NQF and the EQF.
