Scope:

1. Priorities and activities to be funded

1.1. Priorities

The identification and exchange of best practice will assist Member States’ authorities in ensuring the correct and full implementation of the EU Framework Decision on combatting certain forms and expressions of racism and xenophobia by means of criminal law. Increased support in these actions also represents a follow up to the conclusions of the Annual Colloquium on Fundamental Rights of 1-2 October 2015 and reflects the priorities identified in the European Agenda on Security and in the conclusions of the Justice Ministers’ discussion on the justice response to the migration crisis, held at the Justice and Home Affairs Council of 8-9 October.

The priority of this call for proposals is to promote the identification and exchange of best practices among public authorities which bear a responsibility in implementing the provisions of national legislation on hate crime and hate speech, and in particular provisions transposing the EU Framework Decision on combatting certain forms and expressions of racism and xenophobia by means of criminal law.

1.2. Description of the activities to be funded under this topic

This call will mainly fund activities on mutual learning, exchange of good practices, strengthened cooperation and coordination between national authorities as regards the recording, investigation and prosecution of hate crime and hate speech incidents under relevant national provisions on hate crimes.

Projects bearing a direct relevance for the effective implementation of national provisions transposing the EU Framework Decision on combatting certain forms and expressions of racism and xenophobia by means of criminal law are of particular interest.

Priority will be given to projects focusing on:

  • Concrete actions including training aiming at setting up and improving a methodology of recording incidents and data collection on hates speech and hate crime.
  • enhancing investigation and prosecution, through training, exchange of best practice and networking, involving especially law enforcement and judicial authorities, including prosecutors.
  • monitoring of online hate speech, especially those projects focusing on strengthening or setting up monitoring tools at national level
  • coordination and cooperation between national authorities and civil society organisations.
  • promoting diversity and countering discriminatory attitudes by police forces
  • providing respectful treatment, recognition and support of victims of hate crime.

General requirements:

  • Cooperation of different actors, including non-State actors such as civil society organisations is encouraged where relevant.
  • Cooperation with other existing projects in the EU should be properly ensured; outcomes of the past projects should be taken into account.
  • Proposals ensuring maximum practical benefits and impacts for the target groups will be more favourably assessed than projects consisting mainly of research and other analytical activities.
  • Proposals providing for conformity assessments of transposition of the above instruments into national law are not a priority of this call.
  • Proposals under all priorities must make provisions to document the number of persons/professionals reached, provide anonymised data disaggregated by gender and by age and must describe in their grant application how this will be done.
  • If a project will involve direct contact with children, the applicant must describe the child protection policy it will adhere to (see Annex 4 )
  • Proposals must make provisions to document the number of children, parents, teachers/educators/guards/care staff reached, provide anonymised data
  • The following types of activities will not be funded by the Commission:
  • activities supporting individual political parties;
  • provision of financial support to third parties;
  • legal actions before national or international courts regardless of their grounds or objectives.
